I am writing to formally bring to your urgent attention the critical leadership deficit within the Community Development and Corporate Affairs (CDCA) sector of the Greater Pioneer Operating Company (GPOC). A comprehensive review of the ongoing stagnation of community projects in 2026 reveals that national interests and host-community relations are facing severe risks. To mitigate this crisis, the State urgently requires the proven expertise and strategic leadership of the former CD Manager, Mr. Philip Mamuon.
The Legacy of Success (2024–2025)
During his tenure, Mr. Mamuon demonstrated an unparalleled ability to deliver tangible results for host communities in Unity State and the Ruweng Administrative Area. His administrative milestones include:
• Human Capital Development: Overseeing the graduation of 675 South Sudanese students and managing the ongoing sponsorship of 3,000 more in higher education.
• International Specialization: Securing full international scholarships for 10 elite students in global technical hubs, including China, India, and Rwanda.
• Grassroots Educational Support: Directly employing 24 secondary school teachers to sustain education in critical oil-producing areas.
• Consensus Building & Governance: Successfully leading the comprehensive 5-day Community Needs Assessment workshop, effectively aligning State Ministers, Members of Parliament, and traditional Chiefs with company operations.
The Current Institutional Crisis (2026)
Since Mr. Mamuon’s departure, the momentum built over previous years has completely stalled. Under the current management of Mr. Gatwang Angelo, the CDCA has faced a severe operational breakdown, failing to deliver essential services to Unity State and the Ruweng Administrative Area:
1. Collapse of Clean Water Infrastructure:
Historically, GPOC consistently drilled new water yards and hand pumps for host communities. In 2026, not a single hand pump or water yard has been delivered, due to a lack of capacity to propose and defend these projects to executive management.
2. Neglect of International & Domestic
Scholarships: The current management has failed to process critical tuition payments for students on full and partial scholarships abroad (China, India, Kenya, Rwanda, and Uganda). Consequently, hundreds of sponsored students are on the verge of dropping out.
3. Healthcare Failure at Laloba Clinic: Laloba Clinic is currently unable to provide basic health services due to a complete failure to procure and deliver essential medical and laboratory equipment.
4. Abandonment of Educators: Secondary science teachers in Mayom, Rubkotna, Abiemnom, and Pariang secondary schools have gone five months without salaries, threatening the total collapse of secondary education in these zones.
5. Regulatory Stagnation: The CDCA has failed to finalize basic Education Guidelines or execute vital Memorandums of Understanding (MOUs) with partner universities and institutions.
Strategic Recommendation
With 12 years of core industry experience and advanced degrees in Public Policy and Economic Development from the University of Juba, Mr. Philip Mamuon possesses the rare combination of technical competence and diplomatic acumen that the current administration heavily lacks.
To restore stability, secure vital infrastructure and protect our youth's academic future, I strongly recommend that your esteemed offices facilitate Mr. Philip Mamuon’s immediate reinstatement to leadership within the GPOC CDCA or appoint him to a high-level State Advisory role to supervise these critical community resolutions.
Unity State and the Ruweng Administrative Area require a leader who understands both the intricacies of the oil industry and the fundamental needs of the people. Mr. Mamuon has already proven he is that leader.
