Dear Honorable;

I am writing to formally bring to your urgent attention the critical leadership deficit within the Community Development and Corporate Affairs (CDCA) sector of the Greater Pioneer Operating Company (GPOC). A comprehensive review of the ongoing stagnation of community projects in 2026 reveals that national interests and host-community relations are facing severe risks. To mitigate this crisis, the State urgently requires the proven expertise and strategic leadership of the former CD Manager, Mr. Philip Mamuon.

The Legacy of Success (2024–2025)
During his tenure, Mr. Mamuon demonstrated an unparalleled ability to deliver tangible results for host communities in Unity State and the Ruweng Administrative Area. His administrative milestones include:

• Human Capital Development: Overseeing the graduation of 675 South Sudanese students and managing the ongoing sponsorship of 3,000 more in higher education.

• International Specialization: Securing full international scholarships for 10 elite students in global technical hubs, including China, India, and Rwanda.

• Grassroots Educational Support: Directly employing 24 secondary school teachers to sustain education in critical oil-producing areas.

• Consensus Building & Governance: Successfully leading the comprehensive 5-day Community Needs Assessment workshop, effectively aligning State Ministers, Members of Parliament, and traditional Chiefs with company operations.

The Current Institutional Crisis (2026)

Since Mr. Mamuon’s departure, the momentum built over previous years has completely stalled. Under the current management of Mr. Gatwang Angelo, the CDCA has faced a severe operational breakdown, failing to deliver essential services to Unity State and the Ruweng Administrative Area:

1. Collapse of Clean Water Infrastructure:

Historically, GPOC consistently drilled new water yards and hand pumps for host communities. In 2026, not a single hand pump or water yard has been delivered, due to a lack of capacity to propose and defend these projects to executive management.

2. Neglect of International & Domestic

Scholarships: The current management has failed to process critical tuition payments for students on full and partial scholarships abroad (China, India, Kenya, Rwanda, and Uganda). Consequently, hundreds of sponsored students are on the verge of dropping out.

3. Healthcare Failure at Laloba Clinic: Laloba Clinic is currently unable to provide basic health services due to a complete failure to procure and deliver essential medical and laboratory equipment.

4. Abandonment of Educators: Secondary science teachers in Mayom, Rubkotna, Abiemnom, and Pariang secondary schools have gone five months without salaries, threatening the total collapse of secondary education in these zones.

5. Regulatory Stagnation: The CDCA has failed to finalize basic Education Guidelines or execute vital Memorandums of Understanding (MOUs) with partner universities and institutions.

Strategic Recommendation

With 12 years of core industry experience and advanced degrees in Public Policy and Economic Development from the University of Juba, Mr. Philip Mamuon possesses the rare combination of technical competence and diplomatic acumen that the current administration heavily lacks.

To restore stability, secure vital infrastructure and protect our youth's academic future, I strongly recommend that your esteemed offices facilitate Mr. Philip Mamuon’s immediate reinstatement to leadership within the GPOC CDCA or appoint him to a high-level State Advisory role to supervise these critical community resolutions.

Unity State and the Ruweng Administrative Area require a leader who understands both the intricacies of the oil industry and the fundamental needs of the people. Mr. Mamuon has already proven he is that leader.

BREAKING: Seven Killed, 56 Cattle Raided in Intercommunal Violence Between Warrap and Western Bahr el Ghazal States.

At least seven people have reportedly been killed and 56 head of cattle raided following violent clashes involving communities from the neighboring South Sudanese states of Warrap State and Western Bahr el Ghazal State.

According to a statement issued by the Warrap State Government, the violence began on Sunday when unidentified armed men allegedly killed two civilians in Wuntim Village, Gogrial East County.

Authorities said the incident triggered a retaliatory attack targeting the Marial Wau community in Jur River County, resulting in the deaths of five additional people.

BREAKING: South Sudan Wildlife Authorities Capture Hyena Spotted Roaming Juba Streets.

JUBA — The Ministry of Wildlife Conservation and Tourism has announced the successful capture of a hyena that had been spotted roaming the streets of Juba, easing public concerns following widespread reports and speculation about the animal’s presence.

In a statement, ministry officials said the animal was safely captured by a specialized team and is now in government custody.

According to the ministry, the hyena will undergo medical screening before being transferred by a technical team to the nearest national park.

Officials urged residents to remain calm and refrain from spreading unverified information about the incident.

The ministry also issued a warning against the private keeping of carnivorous wild animals, describing the practice as dangerous and illegal under existing wildlife laws.

“Please stop raising carnivorous animals because it poses a serious risk to public safety,” the ministry said, adding that anyone found keeping such animals illegally could face legal consequences under the country’s wildlife regulations.

“What is on display in Salva Kiir’s Bhar el Ghazal tour, dubbed as a ‘private visit,’ is not popularity but insecurity. A popular leader should be loved by his people, and a leader who is loved by his people does not need a battalion of soldiers to es**rt him to his hometown. A hometown or village should be the most secure palace where the president should not be accompanied by more than 10 bodyguards.

That’s why even a stranger is told to ‘feel at home’. If Kiir can’t feel at home in Awanchan, then how would he feel if he were to visit counties in Upper Nile where he has scorched-earthed, bombarded, killed civilians, and displaced millions of people? I guess he will never visit those areas, especially the Northern Jonglei and Upper Nile counties, like Nasir”. He asked.

“To those who want to glorify Kiir and his cattle-camp leadership, please look around the world and compare Kiir’s fake popularity to some of the most popular leaders around the globe. One of the reasons good leaders don’t encourage huge delegations or gatherings is that it’s a waste of resources and time.

“For a ‘president’ of a country whose over 85% of her popularity is either starving or fed by the WFP and UN to afford such a tour, over 75% of the fiscal year budget must have been wasted on funding such a trip. To make the matter even worse, this is a president who can barely walk or talk and a president whose leadership has killed over 500,000 citizens, displaced over 5 million, arrested hundreds of thousands without due process, and continues to embrace war over peace. Deng posed.

Something must be terribly wrong with the people at this point, more than with the leaders, and this will make it even harder to restore the country when Kiir is long gone, and nobody would be blamed more than Kiir for creating such a system for the country he claims to have liberated!

BREAKING: Wadi Kaja Crossings Destroyed, Cutting Off RSF Access to Supplies and Reinforcements.

Local sources and eyewitnesses in El Geneina, the capital of West Darfur State, confirmed that the two main bridges spanning the strategic Wadi Kaja have been completely rendered unusable.

This has caused a complete paralysis and widespread disruption of the logistical and military supply lines coming from the Chadian border, which the rebel Rapid Support Forces militia relies on heavily to fuel its operations and movements in the region.

According to consistent reports and field observations, the first connecting bridge was completely destroyed during the early stages of the conflict last year. The bridge in the vital Ardamata area was rendered completely unusable following a precise airstrike carried out by the Sudanese Armed Forces last week. The strike accurately targeted rebel gatherings and their supply lines, completely severing all traffic across the valley.

The Kaja Valley forms a natural barrier of immense military and strategic importance in western Sudan, making the bridges spanning it sovereign crossings and vital points controlling all logistical and transportation operations.

Military observers assert that the armed forces' success in isolating and destroying these strategic crossings will dry up the rebel militia's supply lines and cut off the flow of weapons and equipment across the border, thus tightening the noose around them on the ground and highlighting the pivotal role of infrastructure and military control in determining the course of the conflict in favor of the Sudanese state.

JUBA — Allegations circulating on social media and among members of the public have ignited questions about the source of wealth behind a series of luxury properties reportedly linked to the Executive Director in the office of the President, Mr. James Deng Wal.

According to the claims, the senior official is reportedly said to have dubiously and corruptly acquired three high-end mansions worth millions of dollars across East Africa, including:

1. A luxury mansion in Runda, Nairobi, Kenya.

2. A luxury mansion in Lavington, Nairobi, Kenya.

3. A luxury mansion in Namulanda, near Kisubi International School, Uganda.
