March 7, 2025, City of Hammond, LA – On March 6, 2025, the Hammond Police Department began investigating a kidnapping that occurred in the parking lot of T-Mobile, located at 1720 West Thomas Street.
During the investigation, HPD learned from a witness that her sister had been abducted by an ex-boyfriend, Jarvis Buchanan, 21 years old of Baton Rouge. Buchanan went to T-Mobile to locate his ex-girlfriend. Buchanan then forcefully grabbed her and forced her into the front passenger seat of his vehicle. Buchanan then left the area with the female still in the vehicle.
Detectives were able to determine Buchanan was in the Baton Rouge/Gonzales area. With the assistance of the Tangipahoa Parish Sheriff’s Office, East Baton Rouge Parish Sheriff’s Office, Louisiana State Police Troop A, and the Gonzales Police Department, Buchanan's vehicle was located around Gonzales. Louisiana State Police attempted to stop the the vehicle—resulting in a vehicle pursuit.
The pursuit came to an end in Lutcher, where Buchanan fled on foot into the woods. The victim was located in the front passenger seat and is now safe. Buchanan has not been caught at this time and is a wanted fugitive.
HPD is asking for the public's assistance in locating Buchanan, who is wanted for Aggravated Kidnapping (by HPD), as well as Aggravated Criminal Damage (by TPSO).
