Loud boom startles Jefferson County residents; deputies track down source

HOUSE SPRINGS, Mo. – A loud boom shook the ground and rattled windows in Jefferson County Wednesday afternoon. People were startled, not knowing what had caused it.

The Jefferson County Sheriff’s Department tracked down the source: a home shooting range down a gravel road off of Gravois in House Springs.

The homeowner told FOX 2 his brother was visiting from out of town. They were out shooting around 1 p.m. and saved the best for last: targets containing Tannerite, which explodes when you shoot it.

People beyond the nearby Valley Middle School and surrounding neighborhoods within a couple mile radius were really shaken by one of the explosions.

Though Tannerite is common and legal when used in proper amounts, the sheriff’s department got multiple calls from those who had no idea what was coming or what it was after they heard and felt it.

“Boom! It sounds like an artillery piece going off somewhere in the woods,” said Jim Schmitt, a Vietnam veteran who felt the concussion inside his home more than a mile away.

A deputy checked this out and found nothing illegal, according to a department spokesman.

“It shook my house, scared my mom, scared me, scared my dog,” said Linda Cobb, who lives near the home shooting range. “That scared the heck out of me. I didn’t know if something blew up or what, you know?”

The homeowner told FOX 2 he didn’t mean to scare anybody. He and his brother were just having fun and doing so safely.

“I just hope they see this and realize (you) don’t do that; not in a residential area,” Schmitt said. “There are children here. There are older people. There are jumpy veterans. I don’t see the joy in it.”

Mayor to issue executive, administrative orders on police use of force

Mayor Keisha Lance Bottoms will issue seven executive and administrative orders regarding the Atlanta Police Department’s use of force policies today, Aug. 5.

Bottoms said in her weekly press briefing that the Use of Force Advisory Council had submitted 33 recommendations. She said the council had done an extraordinary amount of work in 45 days and had received input from officers, the community, and national experts. The mayor created the council in the wake of the murder of George Floyd by a Minneapolis police officer.

Bottoms also said her administration continues to work toward addressing the controversy over the ‘water boys,” youth selling water at city intersections and off-ramps that has led to one child being killed, attacks on motorists, and unsafe behavior. She said recommendations on how to guide young people toward entrepreneurial jobs was forthcoming today as well.

“We have seen a reduction in the number of young people selling water thanks to the guidance of APD, community partners, and parents,” Bottoms said. reduction in number of water boys parents helping, invest in kids recommendations will be released today

The mayor said COVID-19 cases are still on the rise in Fulton County and city and encouraged first responders and essential workers to get tested at a new site at the City of Atlanta Wellness Center across from city hall.

Bottoms said $7.7 million in relief funds was being used to expand testing and hire contact tracers to address the spread of the virus. She also encouraged small businesses to apply for relief grants via ATLSTRONG.org.

Stunning wins and losses in Missouri’s August primary election

ST. LOUIS, Mo. – A political dynasty is defeated in the Democratic primary for the U.S. House of Representatives First District seat. Cori Bush defeated Congressman Lacy Clay in the Democractic primary for Clay’s U.S. House seat. Bush received 49% of the vote while Clay got 46%.

Clay had held Missouri’s first congressional district seat for 20 years. He replaced his father, Bill Clay who held the seat for 32 years. This race was a rematch from 2018 when Bush also challenged Clay but came up short. This time around it was a different story.

Bush, a nurse, pastor and activist for causes including Black Lives Matter, will face Republican Anthony Rogers and Libertarian Alex Furman in the November election. Rogers won the Republican primary with 62% of the vote.

“I’ve always worked hard for this community before anyone knew who I was, before Michael Brown was murdered, I worked in human trafficking, I worked for the unhoused population, you know, with no name or anything. I will continue to work for this community regardless of what your background is, who you are, I want everyone to feel represented,” Bush told FOX 2.

Election results for the August 4 Missouri primary election

In another high profile race, St. Louis County Executive Dr. Sam Page wins the Democratic primary in his bid to hold his position. Page received 38% of the vote beating three other candidates. Mark Mantovani was the closest competitor with 30% of the vote.

Page took office after former County Executive Steve Stenger resigned amidst a political corruption scandal that wound up with him being sentenced to federal prison.

“I think it’s time to come together. Elections are difficult- everyone gets to make their argument as to why they believe they could do a better job. But, you know, I’ll be the County Executive for everyone, the folks that voted for me and the folks that didn’t. We’ve got a lot of challenges in our community and we need everyone’s help to move forward,” explained Page.

In the Republican primary for County Executive, Paul Berry III beat Ed Golterman, 58% to 42%. In November, Page will face Berry along with Libertarian Theo Brown, Sr. And Green Party Candidate Betsey Mitchell.

Second stimulus checks: Sides hope to reach deal this week on package with $1,200 payments

WASHINGTON (NEXSTAR) — Frustrated Senate Republicans re-upped their complaints that Democratic negotiators are taking too hard a line in talks on a sweeping coronavirus relief bill, but a Tuesday afternoon negotiating session brought at least modest concessions from both sides, even as an agreement appears far off.

Top Democrats emerged from a 90-minute meeting with Trump administration officials to declare more progress on reaching common ground in an aid package expected to include a second round of $1,200 direct payments. The Trump team agreed with that assessment and highlighted its offer to extend a moratorium on evictions from federally subsidized housing through the end of the year.

“We really went down issue by issue by issue slogging through this. They made some concessions, which we appreciated. We made some concessions that they appreciated,” said Senate Minority Leader Chuck Schumer, D-N.Y. “We’re still far away on a lot of the important issues but we’re continuing to go back.”

White House chief of staff Mark Meadows said Tuesday’s session was “probably the most productive meeting we’ve had to date.” Treasury Secretary Steven Mnuchin said the two sides set a goal of reaching an agreement by the end of the week to permit a vote next week.

“I would characterize concessions made by Secretary Mnuchin and the administration as being far more substantial than the concessions that had been made by the Democrat negotiators,” Meadows said.

New stimulus check plan would give more money to families

House Speaker Nancy Pelosi, D-Calif., issued a pointed reminder that she and Schumer are “legislators with long experience” and a track record of working complicated deals — a rejoinder to critics complaining that they are being too tough and that the talks are taking too long.

“We agree that we want to have an agreement,” Pelosi said. “Let’s engineer back from there as to what we have to do to get that done.”

Another glimmer of hope emerged as a key Senate Republican telegraphed that the party may yield to Democrats on an increase in the food stamp benefit as part of the huge rescue measure, which promises to far exceed a $1 trillion target set by the GOP.

The food stamp issue — left out of earlier relief bills — is a top priority for Pelosi, among other powerful Democrats, who have passed a 15% increase in the food stamp benefit as part of their $3.5 trillion coronavirus relief bill.

Stimulus update: here’s why you don’t have that second stimulus check

The overall talks are grinding ahead slowly, though urgency is growing among Senate Republicans, several of whom face tough election races and are eager to deliver a bill before heading home to campaign this month.

Sen. John Cornyn, R-Texas, said Monday that the chamber should not go on recess without passing the relief measure, and Sen. Lindsey Graham, R-S.C., offered a jobless benefit proposal that’s more generous than a pending GOP alternative. Both are facing closer-than-hoped reelection bids in states that should be easy holds for Republicans.

Multiple obstacles remain, including an impasse on extending the $600-per-week pandemic jobless benefit aid to the renters facing eviction. The benefit has helped sustain consumer demand over recent months as the coronavirus has wrought havoc. Pelosi wants to extend it through January at a $400 billion-plus cost, while Republicans are proposing an immediate cut to $200 and then replacing the benefit with a cumbersome system that would attempt to provide 70% of a worker’s “replacement wage.”

On the Senate floor, McConnell, R-Ky., continued to protest that Democrats are taking too tough a line. But he signaled he’s far more flexible now than he was weeks ago.

Second stimulus check: Trump says to expect more checks ‘soon’

“The American people, in the end, need help,” McConnell told reporters. “And wherever this thing settles between the president … and the Democrats is something I am prepared to support even if I have some problems with certain parts of it.″

Most members of the Democratic-controlled House have left Washington and won’t return until there is an agreement to vote on, but the GOP-held Senate is trapped in the capital.

If the deal is approved by the middle of this month, it’s possible Americans could start seeing direct payments as early as the end of August or early September.

More money for dependents

The GOP plan calls for checks up to $1,200 for most taxpayers plus an additional $500 for any dependent. The word “any” is the change that could result in additional dollars.

According to Yahoo Finance, parents of older high schoolers and college students claimed as dependents would get the bonus. This also includes anyone taking care of elderly relatives who are also claimed as dependents.

In the first round of stimulus payments, only parents of dependents under 17 received the additional $500.

“We also include, in the additional $500 for each dependent, some people that we didn’t intend to leave out last time, but we did,” Republican Sen. Chuck Grassley of Iowa said Monday. “So regardless of age, some of these dependents will now be helped.”

A Democratic plan approved in the House in May proposed a similar structure for dependents but with the amount being $1,200 instead of $500.

Trump wants larger checks?

During a visit to West Texas last week, Trump hinted that a second round of stimulus checks could exceed the $1,200 payment amount issued in the first COVID-19 stimulus package.

When asked if $1,200 was enough, Trump said, “We’re going to see. It may go higher than that, actually.”

“I’d like to see it be very high because I love the people. I want the people to get it, you know, the economy is going to come back,” Trump continued. “We saved millions of lives, but now we’re bringing (the economy) back … we gotta take care of the people in the meantime.”

How much money will I get?

Outside of the dependent payment, here’s how the payment up to $1,200 breaks down, according to CNBC:

Individuals earning a gross adjusted income of up to $75,000 per year in 2019 will receive a $1,200 payment.

Couples earning a gross adjusted income of up to $150,000 per year in 2019 will receive a $2,400 payment.

The checks will be reduced by $5 for every $100 in income, phasing out completely at $99,000 for individuals and $198,000 for couples.

Individuals with no income and individuals who rely on benefits such as Social Security are eligible for the full $1,200 payment

(AP) — Cori Bush, a onetime homeless woman who led protests following a white police officer’s fatal shooting of a Black 18-year-old in Ferguson, ousted longtime Rep. William Lacy Clay Tuesday in Missouri’s Democratic primary, ending a political dynasty that has spanned more than a half-century.

Bush’s victory came in a rematch of 2018, when she failed to capitalize on a national Democratic wave that favored political newcomers such as Bush’s friend, Rep. Alexandria Ocasio-Cortez.

But this time around, Bush’s supporters said protests over the death of George Floyd in police custody in Minneapolis and outrage over racial injustice finally pushed her over the edge.

An emotional Bush, speaking to supporters while wearing a mask, said few people expected her to win.

“They counted us out,” she said. “They called me — I’m just the protester, I’m just the activist with no name, no title and no real money. That’s all they said that I was. But St. Louis showed up today.”

Bush’s campaign spokeswoman, Keenan Korth, said voters in the district were “galvanized.”

“They’re ready to turn the page on decades of failed leadership,” Korth said.

Bush, 44, also had backing from political action committee Justice Democrats and Fight Corporate Monopolies this election. She campaigned for Vermont Sen. Bernie Sanders during his presidential bid.

Bush’s primary win essentially guarantees her a seat in Congress representing the heavily Democratic St. Louis area. Missouri’s 1st Congressional District has been represented by Clay or his father for a half-century. Bill Clay served 32 years before retiring in 2000. William Lacy Clay, 64, was elected that year.

Clay didn’t face a serious challenger until Bush. This year, he ran on his decades-long record in Congress.

“This election is a simple choice,” Clay said in a Monday statement. “Cori Bush’s Empty Rhetoric, or my record of real results and real reforms for the people.”

Both Clay and Bush are Black, and Black residents slightly outnumber whites in the district that includes St. Louis and north St. Louis County.

Bush became ill while pregnant with her second child in 2001 and had to quit her job at a preschool. When she and her then-husband were evicted from a rental home, the couple, their newborn and 14-month-old son lived out of a Ford Explorer for several months.

Eventually, the couple divorced. Bush earned a nursing degree. She also became a pastor.

Michael Brown’s death in 2014 in Ferguson vaulted her into another role: activist. She became a leader of some of the many protests that followed the fatal police shooting of the Black, unarmed 18-year-old. She was back on the streets in 2017 after a white St. Louis officer was acquitted in the shooting death of a Black suspect.

She continues to lead protests.

“She’s being buoyed by this movement, and the movement’s origin is in Ferguson,” Justice Democrats spokesman Waleed Shahid said.

Missouri voters pass Medicaid expansion

COLUMBIA, Mo. (AP) — Missouri has voted to expand Medicaid health care coverage.

Voters on Tuesday approved a constitutional amendment to expand the government health insurance program to thousands more low-income adults.

Missouri is the 38th state to approve Medicaid expansion under former President Barack Obama’s federal health care law.

Missouri Republicans have fought efforts to increase eligibility for the program for years. That pushed supporters to put it to a public vote.

Missouri’s Medicaid program currently does not cover most adults without children, and its income eligibility threshold for parents is one of the lowest in the nation at about one-fifth of the poverty level.

COVID and the Classroom: Fox C-6 School District to start school year on a hybrid model

ARNOLD, Mo. – The Fox C-6 School District will be starting the year in a hybrid model.

Superintendent Dr. Nisha Patel said she is recommending to the school board that the year starts that way but there is still no guarantee. Patel said she is still watching the numbers and could change that recommendation up to 10 days before school starts.

Patel is also recommending to the board hat the start of school is pushed back one day so the year begins on August 27.

The Fox C-6 district has about 11,000 students. So far, 18 percent of the student body has opted to participate in the all virtual academy for the first semester.

Patel said there will be mask requirements for students who are in school. Students in the fourth grade and above will need to wear a mask when social distancing is not feasible. Third-graders and younger students will be required to wear masks as directed.

Missouri Legislature returns to special session tomorrow on violent crime

JEFFERSON CITY, Mo. – Missouri lawmakers are currently on a break from their special session on violent crime, as Governor Mike Parson won the Republican gubernatorial primary.

State senators return Wednesday to begin debate on a bill that involves the six provisions the governor wants to discuss to reduce violent crime in the state as record homicide numbers are on the rise.

Parson’s goal is to increase penalties for certain crimes and add a witness protection program.

The special session could cost almost $180,000 but Parson said no money is worth losing lives.

Other lawmakers want police reform discussed but the governor has said the special session will be narrowly focused on violent crime.

There is no idea how long this special session could last, but looking at the calendars, they could be in session until the middle of August.
