"I am writing on behalf of Springfield to express my strong support for Overalls Farm located on E 7th St. I respectfully request your approval for their COA.

My family and I moved to Springfield in 2011 and have lived in and restored multiple residences in the neighborhood. I am also the owner of 1748 Bakehouse, located on the corner of Main and 8th Street. As both a resident and cornerstone business owner in Springfield, I am acutely aware of the challenges that an urban neighborhood presents. One of those significant challenges is food insecurity and the prevalence of highly processed, nutritionally void groceries and junk food available to our residents.

Overalls Urban Farm has become an invaluable asset to our Springfield neighborhood. The beauty of Overalls Farm is that it allows neighbors to walk to and pick their own fresh produce and herbs. This direct access to nutritious food addresses a critical need in our community while creating a sustainable model for urban agriculture.

This urban farm provides numerous benefits to our neighborhood and the broader Jacksonville community:
1. Overalls Farm directly addresses food insecurity by increasing access to fresh, nutritious produce in our neighborhood, where nutritionally adequate food options are limited.
2. The farm's location within Springfield allows residents to walk to obtain fresh produce, promoting both physical activity and reducing transportation barriers to healthy food.
3. The farm creates opportunities for neighbors to learn about growing their own food and the importance of nutrition in maintaining health.
4. The farm preserves green space in our urban environment, reduces carbon footprint through hyperlocal food production, and demonstrates environmentally responsible land management.
5. By creating a space where neighbors can gather, exchange knowledge, and share in the harvest, Overalls Farm strengthens neighborhood bonds and builds community resilience.

I understand that urban agricultural projects may raise questions about compatibility with surrounding uses. However, Overalls Farm has demonstrated its commitment to being a good neighbor by maintaining attractive landscaping, limiting operational hours, controlling any noise/odor issues, etc. The farm operators have actively engaged with neighbors and nearby businesses to address any concerns.

Supporting this urban farm aligns with Jacksonville's commitments to sustainability, resilience, and community development as outlined in the, "2030 Comprehensive Plan". Urban agriculture is increasingly recognized nationwide as an important component of healthy, vibrant cities.

I respectfully request that the Historic Preservation Board approve the application for a COA to allow Overall’s Farm #3 to continue and expand its operations. The farm's activities are consistent with the character of our neighborhood and provide substantial benefits to our community.
