Abdullah-Ghani Camps to Enter Direct Talks

In a press conference on Wednesday, Abdullah Abdullah's team announced plans to engage in direct negotiations with Ashraf Ghani Ahmadzai's camp in order to resolve the ongoing disputes that have thrown the election process off-kilter in recent weeks.

Abdullah remains in boycott of the election commission and its vote counting process after accusing top Independent Election Commission (IEC) officials along with President Hamid Karzai of engineering large-scale fraud during the run off. Nevertheless, he and his team showed openness to resolving their concerns with their opponent.

"The two campaign teams will focus their talks on transparency of the elections and technical cooperation," Abdullah campaign manager Nusratullah Baryalai Arsalayee said on Wednesday. However, Arsalayee noted that the Ghani team has requested two more days before beginning the discussions.

The IEC has said it will announce preliminary results of the run off election by Monday, July 7. But Abdullah and his supporters have said they will not accept any results until their demands regarding transparency and fraud are met.

On Wednesday, the Abdullah team seemed positive about the negotiation process that has occurred, with the help of the United Nations, and optimistic about continued talks with Ghani's camp.

"One of the reasons for our optimism is that one of our fundamental demands was addressed and our rival team has shown readiness to cooperate for the transparency of the process,” Arsalayee said. “The UN and vice presidents are also engaged in the matter and we believe these are positive moves."

Over a week ago, Zia-ul-Haq Amarkhail, the former IEC Secretariat Chief, resigned his post amid allegations of coordinating ballot stuffing in favor of Ghani. Abdullah's team demanded his removal from the commission and then released audio recordings allegedly exposing his involvement in planning fraud for the run off.

Meanwhile, Ghani's team, which has stood by the process despite Abdullah's accusations, has said that they will negotiate within certain bounds and once the time and venue for a meeting between the two candidates is finalized.

"In the first step, the venue and timing of the meeting must be cleared, the second step is the technical delegations of the two teams must be met so that the ground is paved for a meeting of the two candidates," Ghani campaign member Moeen Marastya said. "The agenda of our discussions must be clarified, we aren't prepared to form a government like a corporate company, but within the framework of national unity, we are prepared to establish any type of government.”

Abdullah has stressed that he will stay firm on his stance regarding the separation of fake votes from authentic ones. And Ghani's camp has emphasized moving forward quickly so that the public can be put at ease about this year's process.

Afghanistan's Stability Depends on Election Results: EU

Representatives of the European Union (EU) have met with President Hamid Karzai, election officials and the presidential candidates to find a solution to the election deadlock.

The EU observing team welcomed the Independent Election Commission's (IEC) decision regarding a delay in the announcement of the preliminary results.

"We very much welcome the decision by the IEC to postpone the publication of the preliminary results in order to be able to perform an audit," head of the EU's monitoring delegation, Thijs Berman, stated. "IEC obviously has sufficiently worrying data to warrant for such an audit."

Furthermore, the EU asked the IEC to continue auditing the fraudulent votes in agreement with both candidates so that the outcomes are acceptable to everyone.

"The results of these elections is not my concern, we know we are independent, we are impartial, we are neutral, we wish the best to both candidates but the Afghan voters have the right to see their votes respected" Berman said.

The U.S. Embassy and representatives from the EU countries have met with presidential candidates Abdullah Abdullah and Ashraf Ghani-Ahmadzai to discuss the electoral tensions.

Both Abdullah and Ghani's campaign teams stated that the purpose of the meetings were to find solutions to the election crisis, refraining from giving further details.

The preliminary election results are due to be announced on Monday July 7.

Afghan presidential candidate Abdullah Abdullah has told the BBC he would respect his rival winning, but only if it is proved the election was fair.

He said he would do everything he could to ensure a "legitimate outcome" to the 14 June run-off with Ashraf Ghani.

Both men have alleged vote fraud and provisional results have been delayed by a week while votes are re-checked.

Dr Abdullah won a clear lead during the first round of voting in April, but fell short of an outright majority.

The BBC's Karen Allen in Kabul says the former resistance fighter and foreign minister appears to have softened his position.

Two weeks ago he demanded an immediate halt to the count and said he would not accept the result, unless his claims of mass fraud were properly investigated.

A senior election official at the centre of fraud claims has since resigned.

And on Tuesday, the election commission said provisional results would be delayed for a week while officials at thousands of polling stations hold re-counts in provinces where irregularities were reported.

A suicide bomber has killed at least eight military officers in an attack on an Air Force bus in the Afghan capital Kabul, officials say.

Another 13 people, including civilians, were wounded in the attack near Kabul university in the west of the city.

The bomber detonated explosives after approaching the bus on foot.

The Taliban said they carried out the attack, which comes two weeks after a run-off vote to find a successor to President Hamid Karzai.

"As a result of a suicide attack this morning on an ANA [Afghan National Army] air force bus in Kabul, eight army officers were martyred and 13 wounded," defence ministry spokesman General Zahir Azimi said in a statement.

Eyewitness Abdul Kabir told Reuters news agency: "I heard a huge explosion, after that I saw smoke and dust covering the area."

Last month, presidential candidate Abdullah Abdullah survived a suicide bomb attack on his convoy in the capital. Six people were killed.

Afghanistan is still awaiting results from the election.
