For years, most Hell’s Kitchen residents knew the west side of 10th Avenue between W48th and W49th Streets simply as “the DEP site” — a fenced-off lot sitting above the Amtrak rail cut that periodically sparked rumors about what might finally get built there.

Now, after several years of construction, the city has officially launched the affordable housing lottery for Rialto West, the eight-story mixed-income development rising at 509 W48th Street just west of 10th Avenue.

The construction project on 10th Avenue between W48th and W49th Streets came a step closer to completion as the housing lottery officially opened for Rialto West — bringing 133 permanently affordable apartments to the neighborhood.
