The Vacaville Police Department is currently accepting applications for Police Cadets! Police Cadets are volunteers between the ages of 14-20 with an interest in public safety, who are a Vacaville resident or attend school in Vacaville. All Cadets must be available to attend bi-weekly meetings held Wednesdays at 4:30pm. All applicants will go through an application review process to include a background check and oral interview.

Once accepted into the program, Cadets will receive formal training in a variety of law enforcement and public safety topics taught through a mixture of classroom sessions and scenario-based training. As volunteers of the police department, Cadets also participate in ride alongs with Officers/Dispatchers and a variety of community events.

Applications are available online, at the police department or the Youth Services offices at Vaca High and Will C Wood. Applications are due by Thursday, April 4th, 2024!

This past Tuesday, around 1:30 in the afternoon, officers received notification that Fairfield PD had been in pursuit of a truck suspected to be involved in several vehicle burglaries in their city.

The truck had fled from FFPD officers and headed the wrong-way on I-80, so FFPD officers safely terminated their pursuit, but thankfully CHP Air Ops was Johnny-on-the-spot and in the area to keep a close eye on unfolding events.

As the driver exited into Vacaville, officers began to converge onto the truck, and watched in shock as the driver struck several other innocent vehicles and eventually became disabled near Elmira Rd. and Aegean Way.

4 suspects immediately fled from the truck on foot, but with the assistance of CHP Air Ops, VVPD officers were able to safely locate and detain all 4 suspects nearby.

Witnesses nearby reported seeing some of the suspects discard fi****ms as they fled, and officers recovered 2 fi****ms in nearby parking lots where the suspects had fled and 2 more inside the truck. None of the fi****ms were registered and all were loaded with magazines ranging from 11-33 rounds.

All four arrestees were men in their 20s from the San Francisco, San Pablo and Antioch areas. 3 had active probation terms, (one Federal), 1 had a prior arrest for Assault with a Deadly Weapon on a Peace Officer and 2 others had prior arrests for Homicide/Murder.

All suspects were turned over to Fairfield PD and booked into the Solano County Jail on a plethora of felony charges.

We are extremely grateful to our partners at Fairfield PD and CHP for their assistance during this incident. Teamwork truly makes a difference and helps keep every community safer!

Here’s how a can of Red Bull, green Kia SUV and torch lighter kept officers busy for 2 hours this afternoon…

A little after 12:30, dispatchers received a call from one of our local gas stations and were told a clerk had been punched in the face. Officers responded and learned the suspect had grabbed a can of Red Bull from the counter and promptly punched the clerk in the face with it before leaving (without paying).

The employees were able to provide a detailed description of the suspect, who was located on city cameras walking away from the area. David Loflin (56, Sacramento) was spotted nearby one hour later and detained. He was booked into the Solano County Jail on felony Robbery and Parole Violation charges.

Literally at the same time officers spotted Mr. Loflin, dispatch received an alert about a stolen vehicle headed through town. A green Kia SUV had been purchased via fraudulent methods and was now headed south on Leisure Town Rd. Officers began to position themselves to intercept the Kia, and when the driver saw a nearby officer make a u-turn, he immediately began to speed away. He didn’t make it far though and sheared off a wheel when attempting to make an unsafe right turn onto Sparrowhawk Dr.

The initial officer was able to detain the front passenger, but the driver fled on foot into the nearby neighborhood, so officers worked to quickly set up a perimeter. Mason John (25, Davis) was found hiding in the backyard of a nearby residence and placed under arrest. He was booked into the Solano County Jail on charges related to Possession of a Stolen Vehicle, Being a Felon in Possession of Ammunition, and Violation of PRCS. (He was also arrested in Vacaville just over two weeks ago with a concealed firearm and narcotics)

And again, literally at the same time officers were searching for Mr. John, dispatch received a call from a driver who said another woman had just brandished a gun at her on the roadway. The caller said the woman was acting very erratic and was last seen pulling into a storage facility on Leisure Town Rd. About then, one of the storage facility employees called, advising a woman matching the description had damaged one of her tires and was stuck inside the security gate.

As officers responded to the area, the employee advised the woman was acting strangely. She began removing clothing, yelling how she was high on fentanyl and was going to drive her car through the gate.

Officers worked make a safety plan for the storage employees, other customers inside and nearby vehicles on the roadway as they worked to contact the woman. Lisa Flanagan (57, Fairfield) complied with commands and was safely detained at the storage facility. Officers learned she brandished a torch lighter at the other driver while aggressively threatening them. Ms. Flanagan was also booked into the Solano County Jail on charges relating Criminal Threats, Vandalism and Brandishing an Imitation Weapon.

Thank you to all of those who safely moved out of the way for responding vehicles, kept an eye out for the stranger running through backyards, and remained patient while we gathered our resources and made plans to locate and arrest these individuals. Together, we can all help keep Vacaville safe!

Update 12:45pm:
Alamo/Merchant has been fully re-opened.

Alamo/Merchant & Leisure Town/Poplar

Expect delays in the above areas due to roadway construction work. Avoid the areas if possible.

The Alamo/Merchant site is dealing with some unforeseen circumstances and does not currently have a projected clearance time. The roadway was to be clear by 5am but remains partially closed for driver safety.

The Leisure Town/Poplar site is projected to be clear by 5pm.

Please don’t be amongst the special bunch that drive wrong-way into oncoming traffic, through cones and wet cement, or tell the construction workers to go fornicate with themselves while telling them they are #1 with your middle finger.

They are doing their best to safely complete the job and get home to their families as well.

If you REALLY need to get somewhere now, improvise and find a SAFE detour. We want everybody to get home safely to enjoy the beautiful weekend ahead. Thanks everyone!

Just before 4pm this afternoon, dispatch received calls about some people gathered around a car near the outlets with no license plates. The callers (one being a retired VVPD officer) noticed some seemed to be trying to take the wheels off the one car, and others were sitting in nearby Mercedes, which also didn’t have any license plates on it.

A short time later, an officer found the Mercedes in the outlets and tried to contact it, but the driver of the Mercedes instantly took off, and recklessly fled the wrong-way onto eastbound I-80 to get away. The initial officer wisely and immediately terminated his chase due to public safety risk, and the Mercedes was seen fleeing the wrong way on the shoulder of I-80, in heavy afternoon traffic. Meanwhile, Detectives back at the PD began to monitor the City’s traffic cameras and watched as the Mercedes took an on-ramp back into town and headed north towards Browns Valley Pky.

As officers saturated the area, one found the Mercedes parked and unoccupied on Woodcrest Ct. Three individuals matching the description were seen trying to do the casual “nothing to see here” walk away from the car and were contacted quickly on Browns Valley Pky.

Two immediately complied with officers’ commands and were safely detained, but the driver decided to flee again and began hopping fences into nearby backyards. Officers quickly setup a perimeter and began a methodical search of the area. Shortly thereafter, they located him hiding in a backyard on Woodcrest Dr.

One suspect was found to have 3 outstanding felony warrants (Burglary, Concealed weapon & Trespassing and Arson/Vandalism) and the driver was on misdemeanor probation and wanted for another local Vacaville PD case involving charges relating to Bribing a Witness and the Violation of a Domestic Violence Restraining Order.

Thank you to all the people in the above areas who called to provide information or kept a safe distance as the officers conducted their search. We couldn’t do this without you all and appreciate you for helping work together with us to keep everyone safe!

Just after 2:30 this afternoon, dispatch received a call from a shocked driver on Leisure Town Rd. After an incident near the construction area, another driver had pointed a gun at him and was still nearby.

The caller provided dispatch with a detailed description of the other car, and where it was last seen headed.

Officers headed to the area, found the suspect car and stopped it. The driver complied with the officers’ commands and was quickly detained.

Inside the car, officers found a black firearm and extended magazine that looked exactly like a G***k handgun, until a closer inspection showed it was actually a BB gun.

The driver, a 20-year-old man from
Vacaville, was booked into the Solano County Jail on charges relating to the brandishing of an imitation firearm.

The aforementioned BB gun is shown next to an officer’s duty firearm at the end of this video. Which one is fake and which one is real?

If you ever find yourself in an emergency situation, call 911 and be prepared to provide:
- Your LOCATION
- Description of what you’re seeing or what the officers need to look for. The more detailed the better!
- Your attention to the dispatcher. Listen. Answer their questions. It’s the only way they can get help to you.

Just before 1pm today, dispatch received a frantic call from the manager at the Shop Heroic Wholesale Outlet on Elmira Rd. The manager breathlessly explained how a man had just tried to stab one of her employees.

Dispatchers were able to determine the man still had the knife, was not wearing a shirt, and was last seen headed towards Nut Tree and Elmira Rd.

Some of our traffic officers were in the area and quickly located the suspect. They held him at gunpoint and gave clear commands to stop and keep his hands in the air. The man initially complied but maintained an odd distant, yet unmistakably menacing glare in his eyes.

He suddenly dropped his hands towards his waistband area and began aggressively walking right at the officers, so one wisely and quickly switched to his Taser. When told he was going to be tased if he kept coming, the man seemed to think twice, and thankfully complied with the officer’s commands. He was was swiftly detained, though not before headbutting an officer in the process. (Motorcycle helmet for the win today!)

Officers learned the man, Steven Daniel Case (40, Vacaville) had committed an unreported strongarm robbery at Walmart earlier the same morning, slashed some tires and had just attempted to stab one person at Shop Heroic.

Mr. Case has numerous prior arrests over the past few months so officers authored a bail enhancement. As such, Mr. Case was not eligible for release on bail after today’s arrest.

We are very thankful for all the different people who approached us to share what they’d witnessed today.

***Mountain Lion Sighting***
***Downtown Vacaville***

The City of Vacaville is issuing a public safety alert, following a confirmed sighting of a mountain lion in downtown Vacaville. This alert is intended to be informative.

On August 17, 2024 at approximately 1:50 AM, a resident’s exterior camera captured a mountain lion roaming through the downtown area, specifically the area between West Street and Cernon Street near Main Street. The animal was seen briefly in a parking lot before wandering off camera view.

Although this incident was captured on video surveillance this past weekend, the resident did not notice the event until recently.

Please take a note of the following precautions should a member of the public come into contact with a mountain lion or other large wildlife:
Safety:
-Residents are advised to remain vigilant and avoid approaching the animal if spotted
-Keep pets and children, indoors and secure any food sources or garbage that may attract wildlife
-Avoid walking with pets off leash

If you see a mountain lion:
-Pick up small children without bending over
-Back away slowly, DO NOT RUN
-Make noise and give the animal an escape route
-Do not attempt to confront or capture the animal

Report sightings:
-Anyone who sees a mountain lion is urged to immediately contact the Vacaville Police Department at 707–499–5200 and/or the Wildlife Management hotline at 916–358–2917 or wildlife.ca.gov.

Vacaville PD units are on scene of a major traffic collision in the area of E. Monte Vista Avenue and Scoggins Court. All westbound lanes of E. Monte Vista Avenue are closed between Scoggins Court and Brown Street.

Please avoid the area and we will provide additional information as it becomes available.

Vacaville community detectives, we have a new one for you.

Last night, around 9:15pm, a 73-year-old-man was out for a walk his dog, Snowman.

While in the crosswalk at the intersection of Browns Valley Rd. and Vacavalley Pky., they were both struck by a vehicle.

The man was thrown onto the roadway, and it appears Snowman was likely dragged under the vehicle for some distance before escaping.

Rather than stop and check on them, the driver fled the scene, and this is where we need your help.

If you’ve noticed any vehicles with any new or suspicious front-end damage, please give us a call. Officers are looking into surveillance cameras in the area, and we know someone out there knows something.

The man suffered a dislocated shoulder, and fractured hip and femur. He underwent surgery today and has a long road ahead. Snowman limped off to a nearby house and was eventually reunited with his family. He too is recovering from his significant injuries.
