Most writing coaches will tell you that the first thing you need to do is to outline your work, but how can you come up with an outline of what you want to write if you don't have your mind together?
Making up your mind that this is something you can do regardless of fear or not knowing where to start is the key.
A made-up mind will also help you get to the end goal and overcome any blocks that will try to slow your roll.
Is an outline important? Absolutely! Is it the first thing you should do? Not in my opinion.

Refocus! Remember that these are only distractions.
If the distractions are too strong perhaps you may need to do some personal development first so you can make peace with those things you want to change but can't before you proceed.
Once you eliminate all distractions then writing will be much easier.
