What items do I wear during the blustery, bitter days when I'm shelling in or close to the water?
Here are a few brands that I recommend. Please note I received no kickbacks on these suggestions.
First suggestion: protect yourself from rapid heat loss by covering your head, feet, and hands. These are the areas where the quickest heat loss is experienced. The praying, gloves, scuba socks, scuba, boots, neoprene, skull cap, or other type of snug fitting hat, goes a long way to adding comfort and time on the beach.
Two: I prefer layers instead of over puffy coats, or a full wetsuit. I start a base layer that includes a tight fitting sports bra, cuddle duds shirt and then layers of rash guard shirts
Tip- Look for items that are non-bidding with four-way stretch, and fast wicking/drying ability.
If I'm planning to wade in the water I wear both my scuba socks and scuba boots. Doing so doubles the amount of warmth and protection my feet have.
Tip: I wear 3 mm scuba pants and I tuck several layers of my shirts inside the pants and add a weight belt around my waist to keep the shirts from riding up or the pants from sliding down.
Why don't I simply wear a wetsuit or wet suit top and bottom? A wet suit covers the entire body leaves me feeling too exposed and cold when using the restroom or changing.
I find that wet suit jacket are too restricting. I want freedom of movement.
Once I'm out of the water, I change out of my cold, wet gear as quickly as possible. I do not expose myself to high temperatures of a hot car immediately that's too shocking  for one's system. I use a warm setting and sit wrapped in my car blanket.
Tip bring a thermos of hot tea to sip on throughout your visit. The warmth of the tea will really help you endure the cold. 
Tip- I do not drink alcohol at the beach, especially during the cold season because alcohol narrows one's blood vessels, decreasing circulation and that's the last thing one needs.
