At EENA 2026 in Riga, one message stood out: the future of public warning will not rely on a single channel or technology — it will be multichannel, layered and resilient.

Levira CTIO had the pleasure of presenting Estonia’s approach together with Katerina Mudarissova from the Ministry of the Interior. We focused on two key elements:

đŸ”č EE-Alarm – Estonia’s national, layered public warning system
đŸ”č Pocket Siren – a 5G Broadcast pilot exploring how terrestrial broadcast can strengthen future warning delivery

The key takeaway: one-to-many broadcast still matters. When reaching large populations reliably, especially during network congestion, terrestrial solutions remain highly relevant.

While satellite gained strong attention at this year’s conference, the bigger lesson is clear: no single technology will replace others. The future lies in combining mobile, terrestrial and satellite capabilities into one resilient system.

For Estonia, this confirms we are on the right path.
