‼️Governor Abbott Announces Federal Approval Of SNAP Healthy Foods Waiver‼️

Restricts Purchases of Sweetened Drinks, Candy, Beginning April 1, 2026

Governor Greg Abbott today announced that the Texas Health and Human Services Commission (HHSC) received federal approval for his request to prohibit the purchase of sweetened drinks and candy with Supplemental Nutrition Assistance Program (SNAP) benefits.

“By restricting unhealthy foods from being purchased with SNAP benefits, Texas can help ensure the health and well-being of Texans,” said Governor Abbott. “The new SNAP guidelines will ensure taxpayer dollars are used to purchase foods that provide real nutritional value. I thank Secretary Brooke Rollins and the Trump Administration for their approval of Texas’ waiver to promote healthy eating habits. Working together, we will build a stronger, healthier Texas.”

“Access to healthy foods is important, and SNAP is important to millions of families,” said HHSC Deputy Executive Commissioner of Access and Eligibility Services Molly Regan. “These changes will help Texans improve their health outcomes, well-being, and quality of life.”

Earlier this year, Governor Abbott submitted a letter to the U.S. Department of Agriculture Food and Nutrition Service requesting a waiver to prohibit SNAP benefits from being used to purchase sweetened drinks and candy.

Starting April 1, 2026, recipients will not be allowed to use SNAP benefits to purchase candy, drinks containing artificial sweeteners, or drinks containing five grams or more of added sugar. HHSC is educating retailers on SNAP eligible foods and enforcement.

SNAP is a federal program administered by HHSC that increases access to nutritious foods and provides food assistance to approximately 3.5 million low-income Texans. Benefits allow clients to purchase foods like fruits and vegetables, meats, cereals, milk, plants, and garden seeds. SNAP benefits can also be used to buy food online.

Delta Flight 191 40 Year Anniversary

On August 2, 1985, the Lockheed L-1011 TriStar operating as Delta Flight 191 encountered a microburst while on approach to land at DFW. The aircraft impacted ground just over one mile short of the runway, struck a car on SH114, collided with two water tanks and disintegrated. Out of the 163 occupants on board, 136 people died and 25 others were injured in the accident. One person on the ground also died. Flight 191 was on approach to DFW Airport passing over New Orleans when storms broke out along the Gulf of Mexico and near DFW Airport. Flight 191 was diverted to what is called the Blue Ridge Approach, which took the airliner over Lamar, Fannin, Collin and Dallas Counties. At 18:05:36 pm the plane began a decent from which it never recovered. At 18:05:52 the landing gear made contact with the ground in a field across SH114 from the runway, the plane crossed SH114 striking signs, light poles and a Toyota Corolla, killing the driver in what is considered the first fatality of the flight 191 crash. The plane continued through a fence then began coming apart as it struck water tanks on airport property.

High Noon is recalling two production lots of High Noon Beach Variety packs (12-pack/12 fluid ounce cans). Some of these packs contain cans that are filled with High Noon vodka seltzer alcohol and are mislabeled as CELSIUS® ASTRO VIBE™ Energy Drink, Sparkling Blue Razz Edition with a silver top. Consumption of the liquid in these cans will result in unintentional alcohol ingestion.

No illnesses or adverse events have been reported for this recall to date.

This recall is exclusively for the affected High Noon Beach Variety 12-packs with the lot codes listed above, which were shipped to distributors in FL, MI, NY, OH, OK, SC, VA & WI. Distributors shipped product to retailers in FL, NY, OH, SC, VA & WI. Product was shipped between July 21, 2025 – July 23, 2025.

Even if not purchased in a High Noon Beach Variety pack, consumers should be advised to ensure their CELSIUS ASTRO VIBE Energy Drink, Sparkling Blue Razz Edition does not contain the lot codes (L CCB 02JL25 2:55 to L CCB 02JL25 3:11), prior to consuming.

Consumers are advised to dispose of the CELSIUS ASTRO VIBE Energy Drink, Sparkling Blue Razz Edition cans with the impacted lot codes (L CCB 02JL25 2:55 to L CCB 02JL25 3:11) and not consume the liquid. High Noon Beach Variety packs with different lot codes than above are not affected by this recall and are safe to consume.

The recall was initiated after High Noon discovered that a shared packaging supplier mistakenly shipped empty CELSIUS cans to High Noon.

As a reminder, consumers are advised to dispose of the CELSIUS ASTRO VIBE Energy Drink, Sparkling Blue Razz Edition silver lid cans with the impacted lot codes (L CCB 02JL25 2:55 to L CCB 02JL25 3:11) and not consume the liquid.

Consumers who have purchased the identified High Noon Beach Variety 12-packs or mislabeled CELSIUS ASTRO VIBE Energy Drink, Sparkling Blue Razz Edition (with lot codes: L CCB 02JL25 2:55 to L CCB 02JL25 3:11), should contact High Noon Consumer Relations at [email protected] to get more information on next steps, including refunds.
