Orange County Deputy Cleared by statute of limitations After Prostitution Probe

ORLANDO, Fla. — An internal investigation into Orange County Sheriff’s Deputy Tyler Hoover has been closed with no criminal charges, following allegations that he solicited s*x workers and engaged in lewd conduct in 2023.

According to a 25-page report from the Sheriff’s Office Professional Standards Section, investigators received an anonymous letter in May 2025 accusing Hoover of hiring es**rts in Volusia and Seminole counties and paying for an acts. The letter included screenshots of text messages, Venmo payments, and online es**rt ads.

Detectives confirmed that Hoover had communicated with two known es**rts and sent a $50 Venmo payment labeled “massage.” His ex-wife also provided screenshots and described discovering explicit messages on his phone.

Investigators determined, however, that the alleged conduct occurred outside Orange County and that the statute of limitations for any potential misdemeanor had expired. The report concluded there was no probable cause to charge Hoover with a crime.

The case was officially closed on September 4, 2025, with findings signed by Sgt. Sergio Uribe and supervisors in the Professional Standards Section. Hoover, who joined the agency in 2019, remains uncharged but has resigned from the department.

Several (November) we heard responding to the call. These are narcotics agents.

The radiographic indicated that the deputies on scene did not want the help of Daytona Beach despite it happening in the jurisdiction of Daytona.

We have the name of the deputy but holding it until official records come in.

A bystander believe they saw canines around the car.

Will update further information and post the audio from the radio traffic.

Former Volusia Lieutenat nearly 5x legal limit for DUI After Crashing, Fleeing Scene

Justin Sawicki was arrested after deputies say he crashed into another vehicle, fled the scene, and was later found slumped on a curb at a BP gas station with a blood-alcohol level nearly five times the legal limit.

According to the Flagler County Sheriff’s Office, Deputy Alcius responded to the BP gas station at 2245 S. Old Dixie Highway around 5:45 p.m June 7th after reports of a possible drunk driver. Upon arrival, deputies discovered Justin Sawicki, 40, barely able to stand or speak clearly.

Deputy Miller had already been investigating a hit-and-run crash involving Sawicki that occurred moments earlier at the Circle K on State Road 100 East. Witnesses reported that Sawicki struck another vehicle, failed to remain at the scene, and was followed to the BP station by the other driver, Samuel Kinard, who also contacted law enforcement.

Deputies noted Sawicki’s severe impairment — slurred speech, bloodshot and watery eyes, flushed face, and a strong odor of alcohol. He was reportedly unable to maintain his balance and had to be assisted to stand multiple times. For his safety, field sobriety tests were not conducted.

An inventory search of Sawicki’s vehicle uncovered a half-empty 1.75-liter bottle of Crystal Palace Vodka and an empty cup that smelled strongly of alcohol.

After being Mirandized, Sawicki told deputies he understood his rights and wished to proceed. He denied taking any medication or having a medical condition that would cause impairment. Sawicki claimed he had consumed vodka from the cup three days prior and water that day, though he admitted to drinking alcohol the previous day, June 6.

Sawicki agreed to submit a breath sample on the Intoxilyzer 8000, blowing a .378 BAC — nearly five times Florida’s legal limit of 0.08. He refused to provide a second sample.

Deputies placed Sawicki under arrest for DUI (F.S. 316.193.1.A) and Leaving the Scene of a Crash Involving Property Damage (F.S. 316.061.1). He was transported to the Flagler County Inmate Facility without incident.

Sawicki was issued two citations:
• for DUI
• for leaving the scene of a crash

Sawicki wad found guilty of the DUI.

This is former Deputy Chief Steven Pignataro.

If you have any information or evidence about why he suddenly resigned/retired from the City of South Daytona—with less than two weeks’ notice and no going-away party—please contact me.

Background:
• Steven was the best man at my wedding, yet in a court hearing involving Stacy Lopez, she testified under oath that he is not my friend.
• After his resignation/retirement, I reached out to him about testifying as a witness. His only response was to tell me not to contact him.
• Leading up to his departure, the City had refused to investigate allegations involving Officer Matthew Layton and reports of him allegedly using Snapchat to communicate with a minor—information provided by an anonymous source and multiple officers within the agency.

I am currently going through my old phones to recover text messages between Steven and me going back over 10 years to help shed light on this agency’s past.
