Three Guatemalan Citizens Charged with Conspiracy to Sell Phony United States Identification Cards

GRAND RAPIDS, MICHIGAN – U.S. Attorney for the Western District of Michigan Timothy VerHey today announced that Norma Yanari Ayala (34), Rigoberto Vasquez-Vasquez (42), and Edgidio Vasquez-Mencho (41) were arrested in Grand Rapids on September 30, 2025. All three were indicted by a grand jury with charges alleging that they conspired to transfer false identification documents and actually transferred false documents. Ayala and Vasquez-Mencho are also charged with illegal reentry into the U.S. after having been removed from the country previously.

The indictment alleges that from on or before June 2024 through June 2025, the defendants conspired to transfer and sell false permanent resident cards and social security account number cards that appeared to have been issued by or under the authority of the United States knowing that they were unlawfully produced. The cards were sold to persons believed to be present in the United States illegally. The indictment also charges 7 instances of such sales to confidential sources which were observed by HSI agents.

U.S. Attorney VerHey said, “These cases are a priority. Illegal immigrants come to the United States because they know they can get phony work documents allowing them to take U.S. jobs. We know whatever we can do to disrupt the fraudulent document business will help us get control of illegal immigration.”

In addition, the indictment charges Norma Yanari Ayala, who has been removed on 4 occasions, and Edgidio Vasquez-Mencho, who has been removed once, with reentering the United States without authorization.

If convicted, the defendants each face a maximum penalty of 15 years in prison.

Homeland Security Investigations is investigating this case, and Assistant U.S. Attorney Don Daniels is prosecuting it.

The charges in an indictment are merely accusations, and a defendant is presumed innocent until proven guilty.

A 15-year-old girl has been charged as an adult for allegedly planning an attack at Allegan High School, according to court records and police.

According to an arrest affidavit filed in Michigan’s 57th District Court, the girl detailed a plan in online messages to crash her father’s van through cafeteria windows as a distraction before opening fire. Police said she confessed to breaking into her mother’s gun safe and stealing a G***k handgun, which was later found in her bedroom along with two fully loaded magazines.

Prosecutors filed four charges: false report or threat of terrorism, stealing a firearm, felony firearm and safe breaking. The terrorism and firearm charges carry a combined penalty of up to 27 years in prison. Safe-breaking laws in Michigan allow for sentences of up to life in prison.

The girl was arraigned Thursday in Allegan’s 57th District Court, where her bond was set at $75,000 cash surety. A probable cause conference is scheduled for Oct. 2, followed by a preliminary examination Oct. 7.

In a letter to families, Allegan Public Schools Superintendent Jim Hess said the student, who was enrolled in online classes, was arrested before the school day began. “As you can gather from the seriousness of the charges, the swift actions from law enforcement personnel ensured the safety of our students and staff,” he wrote.

According to a report from WOOD TV, the case began after the FBI’s Detroit field office alerted Allegan Police Department to a threat against Allegan Public Schools. Investigators traced an IP address to the teen’s home, where officers say she admitted to planning an attack.

Attorney General Nessel Reminds Residents of the Consequences of False or Copycat Threats Following Grand Blanc Church Attack

LANSING – Following yesterday’s tragic shooting and fire at the Church of Jesus Christ of Latter-day Saints in Grand Blanc, multiple copycat bomb threats have been reported across Michigan. Michigan Attorney General Dana Nessel is reminding residents that threats of violence, including false reports, carry serious criminal consequences.

“In the wake of the heartbreaking events in Grand Blanc, the last thing our communities need is fear and disruption from copycat threats,” Nessel said. “Threats of violence cost local communities tens of thousands of dollars and can put law enforcement at risk. Whether made with the intent to harm or as pranks, they are real crimes with very real consequences.”

Making a false report of or threat of a bomb is a crime in the state of Michigan. Possible charges and penalties can include:

Malicious use of a telecommunications device, a six-month misdemeanor;
Communication of the placement or detonation of an explosive device, a 10-year felony; and
Communicating a threat or false report of terrorism, a 20-year felony.

In 2023, Michigan passed the Institutional Desecration Act, which levies criminal penalties when a person makes a true threat, or “intentionally destroys, damages, defaces, or vandalizes, or threatens, by word or act, to destroy, damage, deface, or vandalize” religious institutions, burial grounds, or facilities, and more.

The penalty for this felony is up to 10 years in prison and/or a fine of up to $15,000 or three times the amount of destruction or injury.

Anyone with information about a false report of a threat or bomb should contact their local law enforcement agency or Michigan State Police (MSP) post. MSP also has information available online or at mi.gov/StopaPlot on how to report or identify suspicious behavior. Anyone who believes they have information that may be helpful in the investigation in Grand Blanc should contact the FBI at 800-CALL-FBI or online at tips.fbi.gov.

Gov. Whitmer Announces More Than $220 Million in Investments Across Michigan, 90 New Housing Units

Investments expected to create at least 800 jobs, retain 175

LANSING, Mich. -- Today, Governor Gretchen Whitmer announced support for 90 housing units in Bay City (Bay County) and at least 800 jobs from investments made by companies with whom she visited on her recent investment trip to Japan and Germany.

“We are excited to announce 90 new affordable housing units and hundreds of millions in new investment that will create and support 800 jobs right here in Michigan,” said Governor Whitmer. “Michigan’s economy is open for business and on the move. We’re revitalizing our communities, investing in our workforce, and building affordable housing. I’ll continue going everywhere and competing with anyone to tell Michigan’s story and show more individuals, families, and businesses how they can ‘make it’ in Michigan. Let’s keep growing our economy, unleashing our innovators, and making our state the best place to live, work, and play.”

New Housing Starts Coming to Bay City

Riverview Apartments Bay City, LLC, will create 90 residential housing units and two storefronts in Bay City (Bay County) with approved support for a Michigan Community Revitalization Program Other Assistance Loan of up to $4.3 million.

“We’re excited to expand downtown Bay City to the north and bring life back to land that has been vacant for so long,” said Rod Hildebrant, developer of Water Street Lofts. “The demand is clear—we already have strong interest from people eager to live in our vibrant downtown.”

In March 2024, Bay City achieved “essentials” status as part of the MEDC’s Redevelopment Ready Certified program, signaling the community had identified redevelopment goals and created a master plan for the future, which included a focus on a diversity of housing types, policies supporting at a variety of prices points for housing, and more vibrant neighborhoods.

“Bay City is committed to fostering growth that strengthens both our neighborhoods and our economy,” said City Manager Dana Muscott. “This project represents a significant investment in our downtown, bringing new housing opportunities, retail space, and long-term vitality to our community. By transforming underutilized property into a modern, mixed-use development, we are building on Bay City’s momentum as a place where people want to live, work, and invest.”

As part of the project, several vacant and underutilized parcels will be transformed into a vibrant, mixed-used redevelopment. Upon completion, the proposed redevelopment will invest about $22.2 million and add 87,446 square feet of new construction, designed as a three-story, mixed-use building. This project also activates the streetscape, supports new housing options, and promotes walkable urbanism in downtown Bay City’s north end.

“Our team is managing a growing waiting list of potential tenants, which reflects how much people want to be part of this neighborhood,” said Matthew Meehan, owner of The Times Properties. “The new building’s classic design complements the historic architecture of downtown Bay City while offering modern living in a timeless setting.”

Cherry Industries License Surrendered in Cannabis Regulatory Agency Resolution with Detroit Ma*****na Grower

September 30, 2025 — The Cannabis Regulatory Agency (CRA) today announced a consent order and stipulation with Cherry Industries LLC (AU-G-C-000925), located at 6387 E. Nevada Street, Detroit, Michigan, resulting in the surrendering of their Class C Grower license.

On April 3, 2024, following an investigation, the CRA issued a formal complaint against the adult-use class C ma*****na grower license (no. AU-G-C-000925) of Cherry Industries LLC for violating several provisions of the Michigan Regulation and Taxation of Ma*****na Act (MRTMA) and its administrative rules.

During a routine inspection on November 15, 2023, CRA agents discovered Cherry Industries LLC had exceeded their legal plant limit. Additionally, numerous ma*****na products, including immature and mature plants, buds, trim, and pre-rolls, were found untagged and not tracked in the state monitoring system. Further review revealed severe inventory tracking issues.

Cherry Industries LLC could not account for large discrepancies in both positive and negative package adjustments, amounting to thousands of pounds of ma*****na product and thousands of units. Over 4,200 pounds of product recorded in the statewide monitoring system did not exist physically, and more than 41,000 pounds of wet weight from 115 harvests remained incomplete in the system. It was also found that Cherry Industries LLC had improperly mixed products from different harvests, transferred ma*****na that had failed safety testing due to contamination with a banned pesticide, and sold contaminated pre-rolls to consumers.

Additional violations included improper batch sampling practices, failure to provide full access to batches for lab testing, and substantial noncompliance with video surveillance requirements. Although the CRA granted an extension for submitting surveillance footage, the Respondent ultimately provided incomplete and insufficient footage, including missing days, limited camera coverage, and hours-long gaps.

These findings collectively demonstrate significant failures in regulatory compliance, product tracking, safety standards, and operational transparency.

As part of the consent order and stipulation, Cherry Industries LLC license has agreed to permanently voluntarily surrender the license (effective ten days after the effective date of the order) and has agreed that it shall not be renewed, reinstated, reissued, or reactivated, limited or otherwise, at any future date.
