🚨💣 FROM IA SUBJECT TO IA SUPERVISOR? 💣🚨

Lt. Michael Guerra, now overseeing Internal Affairs investigations at the Comal County Sheriff’s Office, previously separated from the Seguin PD after a sweeping IA probe — and the department’s findings are deeply troubling.

According to the Seguin Police Department’s Internal Affairs report:

📨 Guerra and another officer were found to have coordinated the release of confidential information to the media about a female colleague.
📝 Investigators concluded Guerra helped revise a fake “tip” email before it was sent to news outlets.
📱 Both officers deleted text messages that were later deemed relevant to the investigation.
🗣️ Guerra was found to have made false or misleading statements during the interview and admitted fault after initial denials.

The IA report stated the effort appeared aimed at damaging the officer’s future in law enforcement and described the actions as “malicious” and a “game” of preventing her employment.

🚫 The department sustained five policy violations against Guerra and recommended termination.

📍 Today, Guerra holds a supervisory role — including duties involving Internal Affairs — at the Comal County Sheriff’s Office.

🚨 INDICTED: Former North Texas Pastor Facing Multiple Child Po*******hy Charges 🚨

📍 Denton County, TX — Jim Mustain, 64, a former community pastor at Preston Trail Community Church in Frisco, has been indicted on five separate child exploitation charges, including:

🔹 1 count of possession of child po*******hy involving 50+ depictions (Feb. 27, 2025)
🔹 4 counts of possession/promotion of lewd visual material depicting a child (spanning from March 2024 to March 2025)

👮‍♂️ Mustain was booked into the Denton County Jail on May 14 after being extradited from North Carolina. He remains in custody with a $500,000 bond 💵, according to jail records.

📲 The investigation began after disturbing images were reportedly found on Mustain’s iPad by his then-wife, and another person came forward in late 2024.

🏫 Lewisville ISD confirmed Mustain volunteered with student groups at Durham Middle School and Creekside Elementary last year. They say there’s no indication students were harmed.

⛪ Preston Trail Community Church said it had no prior knowledge of illegal activity during Mustain’s tenure (2019–2023), and a third-party investigation found no misconduct involving the church.

⚖️ His first court appearance is set for August 6.

🚨 Charge Dropped: Cameron County Employee Accused of Impersonating Deputy 🚨

The criminal charge against Charles Hoskins — a 🧑‍💼 civilian employee of the Cameron County Sheriff’s Office — has been dropped.

👕 In June 2024, Hoskins was accused of posing as a deputy 👮‍♂️ to score a law enforcement discount 💸 at Academy Sports + Outdoors in Brownsville 🏬.

🕵️‍♂️ Surveillance video reportedly showed him wearing a shirt with the 🛡️ Sheriff’s badge and “SHERIFF” on the sleeves. A witness said Hoskins claimed to be a “Captain” before backtracking and admitting he wasn’t a peace officer 🙅‍♂️.

⚖️ This month, the Cameron County DA’s Office filed to dismiss the case, citing only “prosecutorial discretion” — ❌ no mention of insufficient evidence, witness issues, or legal problems.

📬 The Hawk’s Eye reached out to both the DA’s Office 🏛️ and Hoskins’ attorney ⚖️ for comment. As of now, 📵 no response.

📍HAYS COUNTY: Flock Camera Expansion Tabled After Public Pushback

The Hays County Commissioners Court tabled a proposal this week to expand the Sheriff’s use of Flock Safety cameras—automated license plate readers that track and store vehicle data over time.

Unlike a routine license plate check, these cameras collect and archive thousands of vehicle scans daily, creating a searchable system that some hail as a public safety tool—while others view it as unchecked surveillance.

🗣️ “Flock cameras don’t make us safer. They just collect data—tracking every vehicle that drives through our community—without a warrant, without consent, and with no clear guardrails for how that information is used,” said Eric Martinez, Executive Director of Mano Amiga.

The group also raised concerns about wrongful arrests linked to surveillance, including the cases of Cyrus Gray and DeVonte “DJ” Amerson.

Commissioners paused the plan following public comment, but the issue isn’t closed. Advocates on both sides are preparing for its return.

The 5th Circuit Court of Appeals just handed the Institute for Free Speech a major victory 🎉—ruling they DO have standing to challenge a Texas law that criminalizes pro bono legal help for political candidates! ⚖️🚫👨‍💼

👥 IFS wanted to represent a local candidate and a political committee—for free—in challenging Texas’s mandatory signage laws 🪧. But the Texas Ethics Commission said that would be a felony “political contribution” 😳💥.

So IFS sued. And now? 💪
✅ The Court REVERSED the dismissal
✅ Said IFS has a valid First Amendment challenge
✅ Kicked the case back to district court for more action 🔁⚖️

📝 The Court found that IFS faced a real threat of enforcement, even without being prosecuted yet.

🚨 DEVELOPING: Kyle Council Ordered Ethics Complaint — But Ethics Commission Shuts It Down.

On March 24, the Kyle City Council voted to ORDER its City Attorney, Aimee Alcorn-Reed, to file an ethics complaint against Councilmember Miguel Zuniga — after he recused himself from a vote involving realtor Chris Torrey, who was also named in Zuniga’s pending ethics complaint against Mayor Travis Mitchell. 🏛️📄

But after full review, the City’s Ethics Commission dismissed the complaint with prejudice — permanently. ❌⚖️

📑 What the Commission found:
🔹 Zuniga did not gain any unfair economic benefit
🔹 He filed a recusal form and abstained from the vote
🔹 The City Attorney said NO CONFLICT EXISTED, but told Zuniga he could voluntarily recuse — which he did
🔹 Although Zuniga later discussed the deal with the City Manager while the complaint was pending, the Commission found no ethical violation
🔹 Zuniga clarified in discovery: his recusal was not due to a personal conflict, but to preserve the integrity of his complaint against the Mayor
🔹 The Council’s complaint also cited a Charter section outside the Ethics Commission’s jurisdiction

🔥 Translation: The Council’s case fell apart legally and factually — and now it can’t be refiled.

🚨 “Transparency” — for Everyone But the Judge

Judge Ruben Becerra now claims he “tried” to involve the public in the failed $439 million road bond — shifting blame while launching a task force to “restore trust.” But his own actions tell a different story — one of double standards, political branding, and ethical decay:

🧾 In April, Becerra personally signed off on a license agreement to use the Hays County Courthouse lawn — public property — for a car show hosted by his own family.
📸 The event was marketed as “Judge Becerra Presents…” — turning government space into a self-branded platform.
💈 One of the key organizers? His personal barber, who Becerra had just promoted across social media — in full judicial robes — blurring the lines between personal favor and official power.

Just friends, family, and hand-picked insiders getting access to taxpayer-backed spaces and political exposure.

And while Becerra talks about restoring transparency — his own campaign finance reports haven’t been posted online since 2023. Yet the judge responsible for overseeing accountability in others hasn’t even followed it himself.

Let’s be clear:

🔴 Promoting a private business while wearing judicial robes is a potential violation of judicial ethics.
🔴 Using county property to elevate family members and close associates is self-dealing.
🔴 Failing to disclose campaign finances is a serious transparency breach, subject to civil penalties and referral to enforcement.

This isn’t “service, not politics.”
This is public office used for private advantage — and it’s som**hing the State Commission on Judicial Conduct and the Texas Ethics Commission should act on.

Because no judge — no matter how many task forces they create — is above the law.
