Painting over vinyl plank in bathroom… Can it be done, how?

Currently moving into an older home and the bathroom is on a list of what we want to upgrade.

Yup! 30+ years of cigarette, cigar and w**d smoke on patterned sheetrock. The first 10 years or so it may as well of been a real biker bar. I'm at 4 coats of Kilz2 atm. Thoughts?

What mistakes were made for this to happen?

Moved in to a new place. What causes paint to just ... Peel off in entire sections and to become scrape-able like this? For context, this is in the main floor bathroom side cabinet next to the toilet. Unsure of what brand or type of paint used. This paint was definitely used in multiple other areas of the home, but doesn't seem to behave this way.

We will be washing all the walls and repainting practically everywhere in the house. Basic projects will get diy'd, any advice for an amateur is appreciated. (Colours will be black and white)

Opinions needed please!! Painting a vaulted ceiling

Our house is being renovated and I’ve chosen Dulux Grand Piano for the bedroom walls. Our colour consultant recommended to do the vaulted ceilings the same Grand Piano as the walls. Despite this, our painter did the ceilings in Natural White like the rest of our ceilings (this room is the only vaulted one). He said this will look better and advises against doing the whole room one colour as it will be too dark. The edges will obviously be cleaner once finished.

I’m really conflicted and was wondering if anybody else has experience with this and what they would suggest? I would have thought that keeping the ceilings and walls the same would help it feel more open and less truncated.

TL;DR should I keep my ceilings white or paint them the same as the wall colour?

We plan on painting this with STIX primer then BM BEN paint to match the wall colour. Should I caulk it then paint? Paint then caulk with colour matched caulk, or just not caulk?

Theres no liquid or water damage. The bubbles are filled with air. Is this from scrubbing down my walls the previous day? What do I do?
