Thank you taking the time out of your busy schedule to read my petition. My name is William Cioci and I am a refugee who left my home state in order to be protected by California Proposition 215 medical ma*****na laws and escape from unjust laws that regulated me to the pharmaceutical drugs that had multiple negative effects on my health and well-being. I currently have over 20 years experience as a unaccredited cannabis historian and ethno botanist, and am also the former President of the Brownie Mary Democratic Club of San Bernardino County and host of NBC radio's Cannabis Corner. I have won international competition with my Prop 215 non solvent extraction crafted from genetics breed to produce cannabinoid and terpene profiles selected to target PTSD and anxiety symptoms. With all of this experience I have learned that cannabis is h**p and h**p is ma*****na, they are all the same plant expressing different characteristics due to cultivation techniques and environment causing differences in genetic expression. Whatever labels governments attach to this plant, the truth is that it has been essential to human development throughout all of human evolution as is verified by our own endogenous cannabinoid system. It has been a food source since the dawn of time providing all the necessary nutrients required for optimum health and as a textile it allowed exploration of the seas and covered the wagons of early American pioneers. It has been used for religious sacrament and medicine, building materials and textiles, fuel and paper by all people of every nationality and religion for centuries without government interference until government mandated that landowners pay their taxes with it. The prohibition of this plant was promoted by lies and racist propaganda which spawned into the War on Drugs, and all subsequent laws, ordinances and regulations, including San Bernardino County's ban on personal outdoor cultivation are still rooted in these lies and racist propaganda. In reality all laws that seek to prevent or restrict humans from cultivating, possessing or consuming this essential plant for any useful purposes should be considered at a minimum hate crimes masquerading under color of law, or as a "war crime" if not a crime against humanity. During this National epidemic, the State of California declared cannabis a essential product realizing the importance and utility of this plant. While throughout most of 2020 and already in 2021, new studies are emerging that back earlier findings, creating a strong connection between CBD and THC as agents against the virus. Cannabis is not a drug. It is the most useful, most therapeutic and most nutritional plant known to humanity making all use medical and spiritual in nature whether the consumer is consciously aware of it or not. Liars and charlatans labeled this spiritual food as a drug and framed it with mischief in order to disenfranchise a segment of society for political and economic gains. The war on drugs has been used to deny people education, employment, healthcare and housing, and it has militarized our police departments which has emboldened them to carry out public executions against anyone considered as a enemy combatant. The war on drugs was created by lies and those who defend it can only conceive ending the war either by exterminating a segment of society or forcing them to bow down to codes and ordinances created by lies. In every war there are offenders and defenders, I am a defender of truth who will not willingly bow down to lies.
Therefore
In these uncertain times when food, medicine and basic necessity supply chains are easily interrupted, it is my publicly stated intention to cultivate as much food, medicine and religious sacrament as I require for my own personal, non commercial use on my own private property, in the most economical and environmentally responsible manner possible while maximizing social distancing protocols. I believe that it is my GOD given inalienable right to do so and that no person can honestly say that denying me these rights serves justice in any way. I do not appreciate nor consent to armed trespassers violating my sanctuary without cause or warrant in their attempt to criminalize me unjustly and possibly expose me to the virus.
And so:
Whereas ma*****na/cannabis/h**p prohibition is based on racist propaganda,
And Whereas on Jun 23, 2020 — The San Bernardino County Board of Supervisors adopted a resolution on declaring racism a public health crisis.
And whereas in 1996 – California voters passed Proposition 215, the Compassionate Use Act (CUA) – the first voter-approved state ballot initiative for medical ma*****na in the United States.
And Whereas making legal activities illegal through codes and ordinances uses colorable laws to enforce racist policies that unjustly criminalize people while denying them due process.
And Whereas indoor cultivation is not only expensive and at times non feasible or even dangerous, it is also increases greenhouse emissions and reliance on chemical pesticides and fertilizers.
And Whereas All individuals living in the State of California are currently ordered to stay home or at their place of residence, except for permitted work, local shopping or other permitted errands, or as otherwise authorized
And Whereas the State of California declared cannabis essential during the pandemic
And Whereas cannabis has already been proven to reduce inflammation in the body, directly tied to the harm of cytokines released by the coronavirus.
And Whereas The University of South Carolina unveiled a June 2020 study published in the journal Frontiers in Pharmacology, which found THC could effectively treat COVID complications and reduce mortality.
And Whereas having armed agents wearing military attire trespassing on my property to threaten me with destruction and seizure of property, economic sanctions or being kidnapped and imprisoned puts me at risk of contracting the Corona virus and/ or triggering my PTSD, both of which would increase the likelihood of me being physical harmed up to death.
And Whereas having armed agents trespassing on my property unannounced increases the likelihood that my service dog will be shot.
And Whereas Proposition 64 legalization for commercial or recreational purposes in the State of California violates Federal laws and International treaties as was recently confirmed by the Courts in separate cases under both the Trump and Biden administrations.
It is with these facts that I respectfully request from the Courts, and demand from my duly elected representative on the County Board of Supervisors, as well as my duly elected State representatives, remedy or injunction from any future racially or culturally motivated harassment, up to and including a civil harassment restraining order against all agents, police, sheriff's and code officers who are enforcing racist policies masquerading under color of law and/ or are attempting to coerce me under threats of violence and economic sanctions into compliance with a licensing scheme that violates Federal, International and Natural laws during a pandemic.
