YouTube is not alone, we have seen a proliferation of similar operations on Facebook (AKA pages peddling free goods (airline tickets, cars, RVs and other) to build a following that can later either be used to promote scams, malware or propaganda or be sold to nefarious actors ; "It seems, based on Google’s description, that the main purpose of this effort is to first build an audience in the app with engaging, light content, before then using that reach to sprinkle in some pro-China sentiment, in order to seed it among broader audiences."
The program appears to be looking to use YouTube as a vector for distributing pro-China content.
