This bill does not ban encampments - it simply provides clear, neutral rules that give universities more oversight to ensure that the learning environment remains safe and accessible to all students at all times. When encampments take over central spaces, other students lose access to places they rely on for learning and daily life. The bill addresses conduct, not ideas, and relies on time, place, and manner standards that already exist in the First Amendment. This legislation would help restore balance between free expression and the university’s core educational mission.
If you have questions about the bill, feel free to comment below and I'll do my best to answer all of them. Please note that if you want to support the bill, signing in as "pro" must be done *before* the hearing begins on Wednesday.
