Hopkins County Homeland Security Fire Marshal Division Commends Coordinated Effort in Resolving Saltillo Arson Cases
Hopkins County, Texas — The Hopkins County Homeland Security Fire Marshal Division announces the successful conclusion of a complex, multi-agency investigation into several arson incidents that occurred in the Saltillo area of Hopkins County.
Fire Marshal Andy Endsley expressed his appreciation to all agencies and individuals who contributed to the investigation, highlighting the exceptional collaboration that made the resolution possible.
“These arson cases required extensive coordination, attention to detail, and tireless effort,” said Fire Marshal Endsley. “Our division, the State Fire Marshal’s Office, the Hopkins County Sheriff’s Office, and the many volunteer firefighters who responded all played critical roles. Their dedication and willingness to serve—day or night—made a tremendous difference in protecting our community.”
Hopkins County Sheriff Lewis Tatum also praised the joint effort that ultimately led to an arrest.
“The successful resolution of these cases shows what can be accomplished when agencies work together with a common goal,” Sheriff Tatum said. “I want to personally thank every individual who played a part in bringing this investigation to a close and protecting the residents of Hopkins County.”

The suspect, Luis Estaban Duarte-Rodriguez, 39, was apprehended on December 2, 2025, in Cooke County following an extensive and coordinated investigative effort.
