US Customs and Border Protection Officer Involved Shooting Investigation
San Diego – A man attempting to enter the United States drove through the Otay Mesa Port of Entry and nearly struck Customs and Border Protection Officers (CBP). Three CBP officers discharged their fi****ms in response to his actions.
On Monday, August 11, 2025, at approximately 9:00 p.m., a 59-year-old Hispanic male attempted to enter the United States from Mexico via the Otay Mesa Port of Entry. He was referred to secondary inspection but attempted to flee. He was unable to get through the north end of the lot because it was blocked. The suspect then drove south through the lot at a high rate of speed nearly striking several CBP officers. Three CBP officers fired their weapons at him in response to his actions.
After being fired upon, the suspect stopped and surrendered. He suffered minor injuries and was transported to the hospital by medics for treatment. No CBP officers were injured during the incident.
The three CBP officers who discharged their fi****ms, respectively, have 22, 6, and 2 years of service.
The San Diego Police Homicide Unit responded to the scene and is handling the Officer Involved Shooting portion of the investigation. Homeland Security Investigations agents responded and are investigating the criminal actions of the suspect.
Officer involved shooting investigations are extremely thorough, as is the review process. When Homicide completes its investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Homeland Security Investigations will conduct an administrative investigation into the officers’ discharge of their fi****ms. The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.
