Hon. Godwin Offiono Presents Bill for the creation of Ogoja State.

Today, during the House of Representatives plenary, the member representing Ogoja/Yala federal constituency, Hon. Godwin Offiono presented a bill for the alteration of the constitution of the Federal Republic of Nigeria, 1999, to create Ogoja state.

The bill, HB. 1555– which scaled First Reading, was co-sponsored by Hon. Peter Akpanke, Hon. Mike Etaba, Hon. Alex Egbona and Hon. Victor Abang, seeks to create Ogoja state thereby increasing the number of state in Nigeria from thirty-six (36) to thirty-seven (37).

The lawmakers lamented that, “the general historical perspective of political development and state creation in Nigeria, it can be seen that the people of Ogoja have not been fairly treated, because some provinces had already become two (2) states. Yet Ogoja, a former province was omitted and is still being integrated with Calabar.

The people of Ogoja, who are largely homogeneous and share marked similarities in cultural heritage and ethnic affinity, have had their group identity submerged.

The lawmakers stated that Ogoja as one of the original provinces, can only join the group of fast-paced regional growth areas, when it becomes a state with all the advantages of infrastructures and institutions. That is when the towns of Ogoja, Obudu, Obubra, Ikom, Okundi, Bansara, Okpoma, Yahe, Wanakom, Bebi, Abuochiche, Apiapum, Utugwang, Edor, Ugep, Itigidi, Eyamoyong, Agbokim, Orimekpang, Ajasor, Mkpani, Utanag. Nko and Gakem etc, could become the epicentres of the new state, thus, galvanizing unprecedented dynamism that would propel growth and development and create wealth.

The lawmakers revealed that, in terms of demographic consideration, manpower availability, education, the energy sector, etc, Ogoja state will be sustainable.

They prayed that;
I. truly, Ogoja is the only province left to be transformed to a State.
II. We have demonstrated with facts and figures that the Ogoja State is as viable as any existing State;
III. The available statistics also demonstrated that the area has remained largely undeveloped.
IV. We have agreed that the destiny of the people of Ogoja can only be charted by the people of Ogoja, in a separate State;
V. The approximated geo-political boundaries of the Old Ogoja Province are clear:
VI. There is unanimity in the quest for a separate State;
VII. Through the political development of Nigeria, the people of Ogoja have made enormous sacrifices for the maintenance of peace and the territorial integrity of our Nation;
VII. Our request seeks to permanently afford the Ogoja people the right environment for self- determination and actualization; and
IX. We have agreed that the capital for Ogoja state should be at Ogoja.

In support of the above, the lawmaker referenced statements by former President Nnamdi Azikiwe, Former head of State, Gen. Ibrahim Badomosi Babangida and Former senate President, His Excellency Sen. Dr. Joseph Wayas who in the past have agreed on the need for another state to be created from the present day Cross River due to its landmass and Human Resources.

The proposed Ogoja State boasts of a population of two million, five hundred and ninety-Four thousand inhabitants spread across 12,158 sq km.

House of Representatives Set to Hold Inaugural Legislative Open Week

Abuja, FCT | Monday, July 1, 2024 - Following an earlier release, the 10th House of Representatives is set to host its inaugural Legislative Open Week from Wednesday, July 3, to Friday, July 5, 2024.

Themed "Improving Inclusion through Citizens Engagement," this event aims to promote an open parliament and enhance citizens’ participation, in alignment with Agenda 6 of the People’s House Legislative Agenda.

As we commemorate 25 years of uninterrupted democracy in Nigeria, the Legislative Open Week provides a platform for reflection and forward planning.

Dignitaries expected include:
- Special Guest of Honour: H.E. President Bola Ahmed Tinubu, GCFR;
- Guest of Honour: Senate President Godswill Akpabio, CON.
- All State Governors, diplomats, stakeholders, and citizens are invited.
- The Chief Host is the Speaker, Rt. Hon. Abbas Tajudeen, PhD.

"This Open Week is a significant step towards strengthening our democracy by enhancing citizens participation in the legislative process," Speaker Abbas remarked in a statement heralding the event.

Hon. Godwin Offiono Meets with Ogoja/Yala Constituents in Calabar

As part of his efforts to stay connected with his constituents, Hon. Godwin Offiono, the member representing Ogoja/Yala federal constituency, held an interactive session with his constituents and party faithfuls in Calabar, Cross River State.

The meeting aimed to update the constituents on his activities so far and future plans for the constituency, with a promise of enhanced representation.

The constituents applauded Hon. Offiono's impressive performance and appreciated the opportunity to engage with him directly. The MP promised to sustain the interaction regularly to maintain a strong connection with the people.

Clarification of House Position on "Draft 'Bill' for Regional System of Government"

Abuja, Nigeria | June 15, 2024 — The House of Representatives has issued a clarification following inaccurate media reports concerning the House's position on the widely reported "draft 'bill' seeking a return to a regional system of government for Nigeria."

The House wishes to reiterate its position, educating the public that there are three main routes to proposing constitutional amendments in the House of Representatives:

1. By Honourable members proposing a constitutional amendment bill.
2. By individual citizens and groups submitting memoranda to the Constitution Review Committee. Note that memoranda submitted should eventually come by way of a bill sponsored by a member.
3. By an executive bill from the executive arm of government.

Regarding the specific memo authored by Citizen Dr. Akin Fapohunda, the House maintains that his proposal has not come before the House Committee on Rules and Business for listing as a bill by any member, nor has it been submitted by way of memoranda to the House Committee on Constitution Review.

To clarify the misinformation, the House states that contrary to inaccurate reports suggesting that the House "disowned the bill" or "rejected the bill," the House has neither disowned nor owned the proposal. The position provided earlier was to inform the public that the proposal is not before the House for consideration at this material time.

The House of Representatives encourages healthy and progressive debates on any subject and the exchange of ideas on how to improve our country. However, the constitution review process has clearly defined guidelines and limitations, and involves a broad range of stakeholders to ensure that the collective will of the good people of Nigeria is reflected in the constitutional amendments underway.

The legislative agenda of the 10th Assembly prioritizes inclusion and engagement. We are committed to facilitating a constitution review process that ensures all voices are heard. 9- Facilitates construction of a divisional Police station, Officers quarters, 150mm Borehole with 8000 litres overhead tank, 5.5kva generating set/generator House and linear meter block work fence at Okpoma, Yala LGA, Cross River State

EMPOWERMENT

1- Empowerment of Selected women from the 24 wards of Ogoja/Yala Federal Constituency with standard Mechanized Grinding Machines, through Personal funding.

2- Cash Support to selected women from the 24 Wards of Ogoja/Yala for business start up, through personal funding.

3- facilitation of Mechanized farming training and empowerment for Women & Youths in Ogoja/Yala Federal Constituency

4- Distribution of fertilizers to farmers in Ogoja/Yala Federal Constituency

5- Facilitation of skill acquisition training; where some constituents were empowered with laptops at the end of training.

6- Through his NGO, (G&S Offiono) foundation, Hon. Offiono empowers 12 farmers with N3 million micro Agro grant, as a pilot grant.

INTERVENTIONS

Aside from reaching out to various community leaders and security agencies in an effort towards restoring Peace during crisis in various areas within the Federal constituency, the Lawmaker also embarked on the following:

Donation of three million naira (₦3m) for new yam festival celebrations in the Constituency, in August, 2023.

Distribution of relief materials, Cash and Food items to victims of communal crisis in Ijiegu-Yache, Yala LGA

Distribution of palliatives to victims of communal crisis in Igbekurikor, Yala LGA.

Distribution of palliatives to victims of communal crisis in Ugaga, Yala LGA

Payment of hospital bills for victims of communal crisis in Benekaba and Ujama communities of Ukelle, Yala LGA.

Payment of Okpoma General Hospital, Adhoc staff Salary from June 2023 till date.

Distribution of 700 bags of rice and thirty-five million naira (₦35m) to various categories of Constituents in the Constituency for Christmas and New Year celebrations, in December, 2023.

Rented new accommodation (16 rooms apartment) for 32 victims of fire outbreak at Glado street, Okuku-Yala alongside provision of relief materials to the victims.

Visited the Leprosy Hospital, Monaiya, Ogoja LGA with cash and food items.

Hon. Offiono on 4th June, 2024 launched his foundation (G & S Offiono) to continue to assist in agriculture, education, humanitarian services, security, and peace building, adding to the earlier launched Offiono Stars Football Club, nurturing talents in the sports sector.

The lawmaker has also embarked on numerous Welfare activities/gestures during the period under review, including cash support for celebrations, cash gift to Stakeholders, Youths, women, etc.
