After facing opposition from some residents concerned about how it could impact their neighborhoods, El Paso City Council voted Tuesday to delete proposed changes to Title 20, which would have eased rules for casita dwellings and off-street parking. Representatives also directed city staff to come back in two weeks with a plan to tackle a big problem in El Paso: weeds.
