The Summerville City Council will meet this evening at 5 PM for their regular monthly meeting. The meeting will take place at Summerville City Hall, located on Georgia Avenue, across from First Baptist Church. A Trion man is facing serious charges related to fraud involving payments for property improvements, Floyd County authorities announced today.

John Paul Ramsey, 42, has been charged with conversion of payments for real property improvements following an investigation into allegations that he failed to fulfill financial obligations under a contract, resulting in significant losses for a client.

According to investigative reports, the alleged scheme began in late 2024. On December 12, 2024, Ramsey reportedly sent an invoice to a client, identified as SAFE IRA Capital, for services he claimed he would provide, totaling over $40,000. Five days later, on December 17, the client paid more than $20,000 towards that initial invoice.

The situation escalated on April 22, 2025, when Ramsey sent a second invoice to the same client, this time for an amount exceeding $60,000. This invoice purportedly included an HVAC installation as part of the promised work. The victim subsequently paid over $30,000 for these services.

Authorities allege that after receiving payment for the HVAC work, Ramsey hired an HVAC company to complete the installation but then failed to pay them for their services. As a direct consequence of Ramsey's alleged non-payment, the HVAC company placed a lien on the client's property. The victim was then forced to pay the HVAC company more than $16,000 out of their own pocket to have the lien removed, effectively paying twice for the same service.

Investigators state that Ramsey allegedly took the money under a contract and then defrauded the victim by not fulfilling his financial obligations, leading to the substantial additional cost incurred by the property owner.

Ramsey is currently facing charges of conversion of payments for real property improvements.

There’s Hope for the Hungry will be at Central Avenue Baptist Church in Trion today passing out free groceries. Anyone in need of free food is welcome to come by. No ID is required, but you must be present to receive the food. Also, the Central Avenue Baptist Clothes Closet will be open today from 10 AM until 12:30 PM. The church is located at 14074 Highway 27 in Trion, behind Dixie Subs.
