Photos of skeletal remains show the grotesque results of former Syrian president Bashar Assad’s killing machine.
There is a sinister, suffocating silence in the more than 33,000 excruciatingly high-quality photographs of people, nearly all men, who were arrested and killed by the Assad regime primarily between 2015 and 2024.
Captured by Syrian military photographers, the images are part of the investigation led by ICIJ and German broadcaster NDR with 24 international media partners.
NDR shared names of detainees extracted from the documents and photographs with the following organizations:
- U.N. Independent Institution on Missing Persons in the Syrian Arab Republic
- Ta’afi
- Syrian Network for Human Rights
- Syrian Center for Legal Studies and Research
During Syria’s civil war, the United Nations paid Shorouk for Protection, Guarding and Security Services at least $11 million to provide security services to protect U.N. offices, from its de facto headquarters at the Four Seasons Hotel in Damascus to regional hubs.
In leaked memos, which come from a trove of more than 134,000 records obtained by German broadcaster NDR and reviewed by ICIJ, the Syrian regime’s intelligence officers strategized on how to ensure Shorouk maintained its U.N. contracts.
The United Nations continues to employ Shorouk as a contractor and has not identified any “official documents or verifiable evidence” indicating Shorouk’s ownership by Assad’s intelligence services, the U.N. country team in Syria told ICIJ.

ICIJ is unlike any other media organization in the world. We work with leading news organizations worldwide to investigate and publish/broadcast in-depth, cross-border investigations.
The need for ICIJ has never been greater. The world is losing investigative eyes and ears precisely when we need them most. “We want to bring accountability on a global scale by bringing journalists together to safeguard the truth, and each other,” said our director, Gerard Ryle.
Meanwhile, in many developing countries, investigative reporters are killed, threatened, or imprisoned with alarming regularity. These journalists are in dire need of support from their ICIJ colleagues abroad.
We support journalists around the globe with the latest reporting tools and techniques, and bring them news on awards, fellowships, and journalists under fire.
ICIJ is also fully funded by donations, big and small, which help kelp this new breed of journalism afloat.
ICIJ is always open to new story ideas, as well as outstanding investigative journalists interested in collaborating with us. Please don’t hesitate to contact us with your ideas. Write to: contact (at) icij.org.
