UPDATE On the recent arson fire at the Quadrangle Apartments (901 4th Street), from the Waynesboro Police Department

On September 3, 2025, at approximately 11:30 PM, the Waynesboro Police Department responded to a welfare check for a resident in the 900 block of 4th Street who had allegedly made threats to set her residence on fire.

Upon the officer's arrival, they observed an active fire within the residence. Officers made entry into the residence and located the occupant, Monica Smith, a 40-year-old female. Officers removed Smith from the residence for medical treatment.

Due to the need for emergent medical treatment, Smith was not taken into custody at the time of the incident.

Currently, the Waynesboro Police Department holds two active felony warrants for Monica Smith for the following alleged offenses:
§18.2-83 – Make and communicate a threat to bomb, burn, destroy, discharge a firearm within or at, or damage a place of assembly, building, or other structure, or means of transportation.
§18.2-77 – Maliciously burn or by the use of an explosive device or substance destroy or cause to be burned or destroyed an occupied dwelling house or manufactured home.

The Waynesboro Police Department has nothing further to report at this time.

Work continues on Waynesboro's Northrop Grumman Facility

Not much is visible to passersby, but the interior of the building must certainly be a hive of activity since the plan is for the building to be completed in 2028.

The facility sits on a large plot of previously wild land, just behind the Waynesboro Town Center shopping center. That puts a lot of conveniences a handy distance away for future workers.

The nearby apartments are ready. Shenandoah Village Drive has been extended via the Southern Corridor, providing new locations for factories that will be supporting Northrop Grumman. Even a nearby Wawa is being built at Waynesboro Town Center.

Meanwhile, life goes on in Waynesboro, but the future is a bit brighter.

A GUN WAS TAKEN TO WILLIAM PERRY ELEMENTARY SCHOOL

On Thursday, September 4, 2025, at approximately 8:00 AM at William Perry Elementary School, a student reported to a teacher and a school administrator that an adult that is known to the student put a firearm inside the student's bookbag. School staff immediately secured the bookbag and searched it and contacted the Waynesboro Police Department.

The Waynesboro Police Department was able to confirm that a firearm was on school property. No threats were made and at no point were any students or staff in danger. The Waynesboro Police Department took possession of the firearm and began to investigate the circumstances.

Waynesboro Police Department was able to determine that the firearm belonged to an adult. Currently the Waynesboro Police Department holds three active warrants for Christopher Richard Cook for the following alleged offenses:
18-2.308.4- Unlawful Possession of a Controlled Substance with Knowledge and Intent Possess a Firearm
18.2-308.2- Possession of a Firearm after having been convicted of a felony
18.2-250 - Possession of a Controlled Substance

A MOTOR VEHICLE ACCIDENT

has just been reported at the intersection of North Delphine Avenue and Shenandoah Avenue. A truck reportedly hit a car and then left the scene. Police have received tips on the truck's location. The car is still in the intersection with minor damage.

AN APARTMENT STRUCTURE FIRE

has been reported in the area of 4th Street & North Wi******er Avenue. Police were told that the occupant of an apartment there was threatening to burn down the apartment. Upon breaching the apartment door, they reported heavy smoke and requested Fire Department support.

The apartment is in the Quadrangle Apartment complex. One occupant is known to be inside, but the smoke is too heavy to reach her. Waynesboro Fire Department is now arriving on scene.

WFD has declared this to be an arson fire.

UPDATE 12:12 AM: Occupant has been safely rescued. Fire has been extinguished. Situation is under control.

UPDATE 12:28 AM: Fire Marshal (FM4) has arrived on scene to begin the investigation.

A VEHICLE INTO A UTILITY POLE ACCIDENT

was just reported in the 1000 block of East Main Street. A white Subaru is reportedly stuck on the utility pole, and the occupants have fled. WPD is shutting down Main Street.

CONTINUOUS DELAYS ON NORTHBOUND I-81
IN SHENANDOAH COUNTY

Continuous single-lane closures on northbound Interstate 81 in Shenandoah County are scheduled for back-to-back weeks beginning on September 8, 2025.

These lane closures will be in place for up to 60 hours at a time. They allow critical rehabilitation of the concrete bridge deck over the North Fork Shenandoah River just prior to exit 269 (Shenandoah Caverns/Mount Jackson).

Details are as follows:

The right lane of northbound I-81 will be closed from 8:00 PM Monday, September 8, through Wednesday night, September 10. During the right-lane closure, the exit 269 off-ramp from northbound I-81 to Route 730 (Caverns Road) will be closed.

The left lane of northbound I-81 will be closed from 8:00 PM on Monday, September 15, through Wednesday night, September 17.

During the lane closures, the exit 264 off-ramp from northbound I-81 to Route 211 at New Market will be closed to all traffic.

Northbound I-81 motorists can reach New Market by taking exit 257 and following Route 11 north for about six miles.

Depending on work progress, weather and other factors, the lane closures may extend to early Thursday morning each week.

Vehicles over 12 feet wide will be prohibited from the work zone. Wide-load vehicles will detour at exit 257 (Mauzy/Broadway/Timberville), turn right to follow Route 11 north for about 11 miles, and then turn left on Route 730 to return to I-81 at exit 269.

Virginia State Police will assist with traffic control and enforce vehicle-width restrictions.

Similar concrete deck rehabilitation took place in May at the adjacent southbound I-81 bridge. Once the work begins, it must be performed continuously to ensure quality and durability. Executing this critical rehabilitation now will extend bridge life and avoid more extensive and disruptive repairs.

Both I-81 bridges over the North Fork Shenandoah River had received repeated temporary deck patching. The patching cannot permanently sustain interstate traffic and was approaching the end of its service life. Funding for permanent deck rehabilitation became available in spring 2025.

Rehabilitation progress updates will be posted on the VDOT website news page, the VDOT Staunton District X account and the Staunton District Facebook Group page.

First Visit to Cabarete Kitchen - Taste of Caribbean

I strolled over to their food truck, next to the yellow building at the intersection of Main Street & Vedette Avenue with my menu choice already in mind. Their menu is short, so that wasn't difficult to do. I went with the Beef & rice bowl ($16) that came with beans and a salad and avocado slices. I filled a small cup with their Mango Habanero sauce, just to spice things up.

I didn't have much time to spend there, but I did want to sample the food before I left, and it was quite a delight. There were sizeable chunks of well-seasoned beef on top of the beans & rice, and the salad had a vinegary almost-slaw taste that paired well with it.

I almost bought the tropical fruit shake-up drink that they sell, but I didn't think it would survive the bus trip back to my office. I'll have to try that on the next trip.

Cabarete Kitchen was staffed by Ashley & Jessica, but they said that their mom is the one who runs the place. I couldn't wait for mom to return from her errand. I thanked them for the solid vittles and moseyed back across Main Street.

They are open on Wednesday, Thursday & Friday, from 1:00 PM to 8:30 PM.
