Previously, Sarah has served as an early childhood education specialist, business development professional, entrepreneur, teacher, curriculum creator, mother, grandmother and friend and has received numerous honors in the education marketplace. In addition to her public service she has been a small business owner of a Blended Learning and Early Childhood Education company, the Executive Director of Elementary School for Florida Virtual School, Vice President of Child Development for the Central Florida YMCA, and Vice President of Childhood Development for the Orange County Public Schools. Although, she considers her role as Mother and Grandmother to be her greatest achievement. She has a vast network of business relationships among state, local and federal policy makers, which has given her in-depth experience and an abundance of success in negotiating and implementing partnerships and collaborations at all levels. She particularly values her ability to develop and build successful teams; identifying and linking partners across public and private businesses, organizations and governing bodies; and brokering relationships for national e-learning, publishing, non-profit and for-profit companies. Sarah holds a Masters Degree in Arts in Teaching in Early Childhood Administration and Supervision from Rollins College and a Bachelors Degree in Elementary Education from Lipscomb University. Sarah lives in Winter Park with her husband, George. She has three children, Caroline, George, and Clark and is blessed by 5 wonderful grandchildren; Grace living right here in Winter Park. Tomorrow you get to vote - always exercise your right and responsibility to make our community the best it can be by voting for Elijah Noel and no on all the amendments. Elijah is honest and treats others the way he wants to be treated. Don't be scared into thinking anyone is trying to over develop this community, it's simply not true. I had the privilege of serving for 9 years and point to the additional parkland we added- 45 acres for 0 dollars and the vast infrastructure improvements that continue to make our community better to showcase the falsehoods some perpetuate. It's intersting that the very developers that formed our city would have not been able to create such a place if these rules were in existence.

8% increase in utilities - NUTS- not because of oil, it's because your city commimssioners decided to let you, the citizens, pay even though you may have already paid for your own home hook up! Now you get to pay for the people who did not yet opt in. Patience is a virtue, but they can't wait and will pass along this costs to us to pay. This has to stop - they can't keep passing rules then make us pay for their pet projects.

Conversation abounds about the charter review suggestions made by the present commission to be voted upon in March. This is highly irregular way to make changes. In the past, a charter review committee was formed, solicited feedback from the citizenry and made limited suggestions for the voters to decide. The large scale changes being offered by the sitting commissioners are worrisome at best. While Just say no is an appropriate response, please question the intentions. No one can legislate from the grave,. Please don't look back but forward to the future to the children and families who will be living in a very different world than the one we know today. Our forefathers did just that and allowed our wonderful community to continue to evolve with us.

It’s budget time. Let your voice be heard on how the city commission spends your money. The last budget hearing is scheduled for September 22 at city hall. Budget hearing is after 5:00.
I attended my first Orange Avenue meeting in 2003. The merchants asked for help with beautification, safety and parking. Eighteen years later, the merchants are still requesting help in those three items. Safety was my issue. I wanted Orange Avenue safer since I knew firsthand how dangerous the road is for drive-by traffic - 3 times more accidents here than any other road in Winter Park. The area was zoned for a planned development when I came on the commission in 2011.
The planning department developed and implemented an extensive process involving property owners, community members, and merchants to solve the three issues – beautification, parking and safety. The commissioner’s role was to appoint citizens to the work group. The workgroup provided solutions which centered around exchanging development rights for options. This is not new and has been used for years to help our entire city. The Lee Rd. extension is an example of how traffic runs smoother due to the developer building the extension. Many parks in our community are designated from a developer requirement. Allowing the people invested in the area to design their own plan was important to me. The area is unique and requires a unique solution. The property owners were assessed additional fees for Orange Avenue improvements for 20 years. When people design their own plan, it works. A workable plan was approved when I was still on the commission. Contrary to what some would have you believe, no buildings were approved and proposals had to go through the traditional process.
The new commission abolished the approved plan. The city owned property called Progress Point, acquired through a trade in 2012, became the focal point. There is no plan to get rid of curb cuts, beautify the area, broaden the sidewalk, make Orange Avenue safer, provide a bike path, add street trees, create walkability, and provide parking? The initial 3 objectives have been lost. and the city is spending 3 million of your dollars to realign Palmetto.

The $15 million dollar price tag to purchase the post office is a debacle, but so is purchasing buildings on Fairbanks without a rationale or plan. Neither of these items were on the adopted capital outlay plan. The commissioners moved their pet projects in front of capital outlay projects that had been patiently waiting for funding. It may not be illegal, but is bad form.
I initially supported using 1 million dollars of park funds to expand MLK park. After gathering comprehensive information, a projection of twenty years and twenty million dollars to acquire these businesses was quoted. I thought $20 million dollars was too much of your money to glance at green space as you drive on this state road. This is not an imminent domain issue. The city is now in the business of owning more buildings it is forced to rent and maintain. City buildings are not on the tax rolls. I have never believed the role of the city was to own property but to serve the citizens.

It’s budget time and you have the opportunity to make your voice heard on how the city commission spends your money. Budget hearings are scheduled for September 8 and 22 at 3:30 at city hall.
$15 million dollars to purchase the Post Office
The post office is clear - they do not want to relocate nor sell the building. The post office requested $100,000 just to talk. This is embarrassing and the city should never put themselves in this subservient position. Land attorneys who read the contract proposal said the city would be foolish to move ahead with the contract. Yet, staff and commissioners are actively searching for places to relocate the post office in the downtown area (one of the many conditions the post office placed in the contract).
The assessed value of the post office parcel was 2.5 million dollars. The city does not have a specific price tag on what it would cost to purchase land, design, build and equip a state-of-the-art facility with an adjacent distribution center (another condition of the post office). Furthermore, the building would not belong to the city, but to the post office. I would never purchase something priced at five times it’s assessed value then give it back to the seller. Neither would you.
You might ask, don’t we usually get to vote on large expenditures of our money especially buildings? Yes, it is always wise to ask the citizens to decide especially on high impact items. The present city commission decided not to put it on the ballot and made the choice for you.

The city commission wants and needs to hear from you about how best to allocate ‘our’ money- it is not their money- it belongs to us- the collective WP- not one person. We need to improve and add sidewalk and bike paths immediately. This was unanimously heard from our families across our city. Let’s work hard to improve what we have before considering becoming a landlord. Please stop trying to get the post office to sell since they repeatedly state they don’t want to sell. The Howell branch area with plans for paddling access, the city wide bike path connections and sidewalks for safety surely must prevail. Please look at the longitudinal work done by many of you serving on boards to improve our great city prior to spending this windfall of dollars on adding green space.

I ran for the Grace’s of the world. I am so very proud of the campaign we ran, and I hope she will look back years from now and be proud too. It was the honor of a lifetime.

As you well know, I Plan for People and was constantly learning from the people I met throughout this process; the stories of hope and the concerns for the challenges we all face, our incredible volunteers and staff who poured their heart and souls into the shared vision for a more inclusive and dynamic Winter Park, and the historic turnout is something we need to continue to build upon.

I want to congratulate Phil for Winter Park Mayor and wish him well on this next chapter of becoming mayor. I will always show-up for our town and continue to work to move us all forward.
