VETERANS DAY MESSAGE

In observance of Veterans Day, I offer this message in tribute to the outstanding men and women who have served in the armed forces of the United States. As we commemorate this significant holiday under the theme “Service to Our Nation”, we reflect on the many sacrifices made by our veterans as they dedicate their lives to our service.

Originally called Armistice Day to commemorate the end of World War I, President Dwight D. Eisenhower changed the name of the holiday in 1954 as an inclusive approach to honor all U.S. Veterans, not just those who served in World War I. Since that time the entire nation comes together to celebrate America’s veterans – deceased or living - for their patriotism, contributions, and service during peacetime and during times of war.

Particularly, I acknowledge our distinguished veterans who served in the Virgin Islands National Guard, and those who left the Territory to serve in the armed forces nationwide. Many of our Virgin Islands veterans have made notable achievements in their military careers and have made history in various capacities for their leadership and abilities. We remain proud and inspired by their many acts of service to our nation.

I also extend my gratitude to our military men and women who are actively in service. I pray for their safety and for God’s protection over their lives and their families. We are indebted and appreciative for your sacrifices and unwavering dedication to duty. On behalf of the Office of the Lieutenant Governor and with a grateful heart, I wish everyone a blessed and memorable Veterans Day.

The Office of the Lieutenant Governor, Division of Banking Insurance and Financial Regulation had the pleasure of joining the Virgin Islands Economic Development Authority as part of the Division's outreach at their Estate Planning Conference on November 4, 2025.

Division staff were able to interact with conference attendees by answering inquiries, providing information that aided in understanding insurance, ways to avoid being underinsured and its impact, hurricane preparedness, unclaimed property awareness and more.

Lieutenant Governor Tregenza A. Roach, Esq. gave remarks at the 2025 Liberty Day celebrations in Estate Grove Place in tribute to Virgin Islander, David Hamilton Jackson.

Lieutenant Governor Roach reflected on Jackson’s legacy of publishing “The Herald” newspaper in an effort to inform the community and ensure that information was unfiltered, unedited, and uncensored.

He also commended the new leadership of the Grove Place Action Committee and wished them well in their service to the community through historical preservation and advocacy.

Lieutenant Governor Roach encouraged attendees to be responsible for learning and sharing our rich history which can be found in several publications including, “Small Islands, Large Questions”, “The Umbilical Cord”, and “Yellow Cedar Blooming.”

“We should never forget David Hamilton Jackson. I want to be a part of always celebrating this part of Virgin Islands history. We have that responsibility to history, to our ancestors, and to this place.” stated Lieutenant Governor Roach.

LIBERTY DAY MESSAGE
FROM LIEUTENANT GOVERNOR TREGENZA A. ROACH, ESQ.

In observance of the 110th anniversary of the publication of “The Hearld” newspaper, we come together as a community to celebrate Liberty Day in the Virgin Islands. This day significantly highlights the legacy of David Hamilton Jackson, who was a distinguished publisher, attorney, judge, politician, and labor rights advocate.

As a journalist, Jackson was instrumental in creating the four-page newspaper which was first written and edited by him on November 1, 1915. Now annually on this day, we celebrate Liberty Day to observe this historic and significant accomplishment, including the repeal of the prohibition of independent newspapers which followed his travels to Denmark and his advocacy there.

David Hamilton Jackson spent his life advocating for the rights and civil liberties of the people of the Territory. In a time of oppression, Jackson displayed both courage and valor in leading the fight against unfair labor conditions and inadequate wages. He was successful in establishing the first labor union, through which he gave workers a voice and a means to exert more economic influence.

Due to poor working conditions and inadequate wages, Jackson stirred plantation workers to strike in protest of these grievances. As a result of his advocacy and leadership, plantation owners were forced to respond by reducing work hours and increasing wages. This action also ignited a strike by the laborers on St. Thomas who were able to achieve improved working conditions and wages as well. Having courageously led the efforts to liberate Virgin Islands laborers from an environment of oppression and unfair treatment under Danish colonial rule, he became known as the “Black Moses.”

Jackson continued to leave his trailblazing mark of excellence in his role as a lawyer, politician, and judge. In these roles, he was able to effect change in the judicial system of the Virgin Islands in the areas of justice and equality. He will forever be recognized as a great stalwart of our time and a staple in Virgin Islands history.

I pray that everyone in attendance at the Bull & Bread festivities in Estate Grove Place will have a joyful and memorable occasion as we continue to recognize the life and legacy of this great Virgin Islands hero.

VIRGIN ISLANDS PUERTO RICO FRIENDSHIP DAY MESSAGE

I join the entire Virgin Islands community in celebrating the 61st Anniversary of Virgin Islands Puerto Rico (VIPR) Friendship Day. This local holiday was initiated in 1964 under the leadership of Governor Ralph M. Paiewonsky. The historic legislative action resulted in the redesignation of Columbus Day to Virgin Islands Puerto Rico Friendship Day, a day to recognize the cultural and historic connections between the Virgin Islands and our neighboring islands of Puerto Rico, Vieques, and Culebra.

The longstanding history, contributions, friendship, and ties that bind the U.S. Virgin Islands and Puerto Rico are strong and vibrant. As a people, we remain connected in pride and legacy and continue to sustain this relationship by coming together and embracing our rich heritage. The sharing of our cultural traditions is passed down from one generation to the next through unique foods, language, the arts, music, and our valued way of life. The merging of these cultures has strengthened our distinct relationship as friends and neighbors.

This special holiday serves as a true symbol of the people and represents a valuable part of the history that unites the Virgin Islands and Puerto Rico. I am especially grateful for the significant contributions of many Virgin Islanders of Puerto Rican decent who have contributed to the growth and prosperity of our community. I also applaud the work of the VIPR Friendship Committee in ensuring that this celebration takes place in a unique and creative way each year.

LIEUTENANT GOVERNOR ROACH ADVISES RESIDENTS OF
MEDICARE PART D OPEN ENROLLMENT PERIOD

Lieutenant Governor Tregenza A. Roach, Esq. advises all Medicare beneficiaries and persons newly eligible for Medicare about the critical open enrollment period for Medicare Part D. This period, from October 15, 2025, to December 7, 2025, is a crucial window for beneficiaries to join or drop their prescription drug plan. It's important to act before the scheduled December deadline.

The Medicare Prescription Drug Plan (Part D) provides prescription drug coverage to all Medicare beneficiaries, with certain exceptions. Beneficiaries with employer or union health coverage or with the USGVI Medicare Advantage plan do not need to enroll in a prescription drug plan. Joining the Medicare Prescription Drug Plan may result in a loss of coverage under your union, employer, or Medicare Advantage plan.

To receive Medicare prescription drug coverage, Medicare beneficiaries must enroll in a plan offered by a private insurance company approved by Medicare. Each year, the plan sets the cost and determines which prescription drugs are covered.

In preparation for open enrollment, beneficiaries are strongly encouraged to review their current Medicare coverage. This proactive step ensures that the plan adequately meets their needs in terms of cost, coverage, and convenience, empowering them to make informed healthcare decisions. Individuals who are satisfied with their current plan do not need to re-enroll. Persons not participating in this year's open enrollment period will have to wait until next year to make any changes to their coverage.

Beneficiaries are not alone in this process. They may contact the Virgin Islands State Health Insurance Assistance Program (VI SHIP) Medicare office in the St. Thomas/St. John District at 340-774-2991, extension 4507, or 4508, or in the St. Croix District at 773-6449, extension 3151 or 3152 to schedule an appointment. VI SHIP is here to provide the necessary support and guidance. For additional information, beneficiaries may visit www.medicare.gov.www.medicare.gov. or call 1-800-MEDICARE (633-4227).

CONTRACT DAY MESSAGE

October 1st is recognized as Contract Day in the Virgin Islands. The day commemorates the historic Fire Burn revolt that occurred on October 1, 1878, under the trailblazing leadership of Mary “Queen Mary” Thomas, Mathilda “Queen Mathilda” McBean, and Axelline “Queen Agnes” Salomon. These three queens of that era demonstrated their strength and courage as they demanded better pay for plantation workers and stood up for the rights of the masses regarding fair labor practices.

Following the Emancipation of enslaved Africans in the Danish West Indies, the Labor Act of 1849 was enacted. This Act provided plantation owners with a source of inexpensive labor. It allowed for a laborer to be contracted on the first day of October and to be bound to that plantation until the agreement was severed the following year at the same time. Although laborers were paid, their wages were not the fair pay for a day’s work as provided by the existing Labor Laws. One year later, on Contract Day, the Labor Act of 1849 was repealed as laborers once again gathered and plantation owners feared that the masses would once again revolt.

The promise of improved working conditions and wages also were left unfulfilled year after year. Queens Mary, Mathilda, and Agnes bravely changed this with a revolt notably called the Fire Burn. These women stood up for the rights of the masses regarding fair pay and fair labor practices. Their actions on October 1, 1878, became a permanent and legendary part of our history. Acres of land and property were burned, starting from Fort Frederik and spreading throughout the Western end of St. Croix.

As Virgin Islanders, we are rooted in the resilience, courage, and fearlessness of our ancestors. Historic acts of bravery and sacrifice paved the way for us to stand proudly in our purpose and be empowered by the legacy of trailblazers from our past. Therefore, every year on this day, we continue to pay homage to our ancestors and celebrate all who let their torches burn for the rights that we enjoy.
