Every department should have a written retirement plan in place before a dog begins service. That means planning for adoption, housing, veterinary care, insurance, and ongoing medical costs.

Euthanasia should only be considered when a veterinarian determines that a dog is suffering from an untreatable condition. It should never happen simply because a department failed to plan or budget for a retired K9's later years.

The real question is who should pay for lifelong care: taxpayers, police departments themselves, or a dedicated K9 retirement fund?
