Collaboration is the Key to Accelerate Development in Papua
The Indonesian government continues to strive to build an equal Indonesia. One of them is by encouraging development in the easternmost land of Indonesia, Papua.
Indonesian Vice President Ma'ruf Amin said that cooperation between related parties in the process of accelerating Papua's development was urgently needed. This can help realize the accelerated development of the welfare of Papua, namely the Papuan Orang Asli (OAP) community. According to him, various policies cannot only involve traditional elders or office holders.
"I believe that the acceleration of Papua's development will soon be realized, because traditional leaders and all elements of local Papuan champions (OAP) are ready to work hand in hand and actively participate in developing the Land of Papua," said Ma'ruf.
In the virtual event of the Papua Peace Declaration organized by the Papuan Indigenous Peoples Institution on June 1, 2022, Ma'ruf detailed a number of policies to encourage development in Papua. Namely, Law Number 2 of 2021 concerning amendments to the Special Autonomy Law for the Papua Province which assigned several main things, such as the transfer of authority from the province to districts/cities, the addition of the transfer of funds for Papua's special autonomy to 2.25% of the National General Allocation Fund, and also provisions for members of the DPRP/DPRK who are appointed without going through the General Election mechanism with a quota of 25%.
He added that the ranks of the Secretariat of the Vice President of the Republic of Indonesia had also coordinated with ministries and institutions as well as the Papuan Church Association (PGGP) in Papua and West Papua which discussed accelerating welfare development in Papua last August. This coordination shows that the collaboration-based development of Papua does not only involve between government institutions, but also with other religious and community institutions and organizations.
In addition, the government is committed to providing affirmative policies and regulations by carrying out the spirit of unity, providing quality public services, and fulfilling the rights of the Papuan people. With this, he hopes that the welfare of the Papuan people can be realized soon.
However, Ma'ruf realized that this effort was not easy. To determine the success of development in Papua, a conducive security situation is also needed.
"Efforts to inflame peace and the spirit of unity in the Land of Papua are in line with the government's commitment through various regulations and affirmative policies," he said.
Furthermore, there are five frameworks in the Presidential Instruction Number 9 of 2020 concerning the acceleration of welfare development in the Provinces of Papua and West Papua which is also an affirmation of the spirit towards Indonesia-centric and equitable. These frameworks talk about accelerating human resource development, accelerating economic transformation and development, accelerating and developing basic infrastructure, improving and preserving environmental quality, increasing disasters and climate change, low-carbon development, and accelerating bureaucratic reform and governance.
Ma'ruf said that if everything was done seriously, it would greatly accelerate the people of Papua to achieve prosperity on a par with other Indonesians.
In line with this, the Deputy for Government Policy Support and National Insights at the Secretariat of the Vice President of the Republic of Indonesia, Velix Wanggai, said that with the government's policy of increasing 2.25 percent of special autonomy funds from the ceiling of the national general allocation fund, there will be many positive changes in Papua.
According to him, the budget disbursement will be a strong reason to strengthen communication between the central government and all regional governments in Papua. Especially in order to encourage the acceleration of development in various fields.
Thus, to achieve prosperity on a par with other regions, the cooperation of various parties is required. Starting from the government, both central and regional, religious and community institutions/organizations, as well as the community itself. Indigenous Papuans must also play an active role in supporting and guarding every development process in Papua so that its implementation is right on target and is only effective for the welfare of the Papuan people.

"Everyone already knows that Papua is an area that has been famous for its conflict turbulence. However, with Pak Jokowi's humanist approach, conflicts can be controlled properly," said public policy observer Sutriyadi.
Sutriyadi said, Jokowi's policies that prioritize the development of human resources (HR) to infrastructure in Papua are able to improve the welfare of the Papuan people. It also affects the increase in the level of comfort and security of the Papuan people.
"Our hope is that Jokowi's policies that have proven to be beneficial for the Papuan people can be continued by the next leaders," he said.

Support for the expansion of Papua is getting wider. All regents, mayors, and community leaders throughout West Papua agreed to ask the Acting Governor of West Papua, Paulus Waterpauw to bring support for special autonomy (otsus) and expansion to the central government. Previously, as many as 29 regencies/cities throughout Papua agreed to provide support last Friday (10/6/2022).
"We declare or declare an official stance signed by Forkopimda and regional heads, mayors and community leaders to support the central government's policies, namely special autonomy (Otsus) and new autonomous regions (DOB)," said Paulus Waterpauw, in Manokwari in a press statement received in Jakarta, Wednesday (15/6/2022).

Documents of support signed by traditional leaders and community leaders in Manokwari, were handed over at the residence of the Governor of West Papua.
"The expansion approach will accelerate development as well as expand the reach of government services to the community," said the Head of the Maybrat Tribe in Manokwari, Marthen Nauw, one of the AMPMN figures.
One of the four points in the statement of AMPMN's position, emphasized that the OAP community and the people of the Archipelago who live in Manokwari Regency, West Papua, support the formation of a new autonomous region in the Papua region because it is a national strategic program based on people's aspirations.
"Therefore, we ask with great respect to the President of the Republic of Indonesia and the government of the Republic of Indonesia, to immediately realize it, because through the expansion approach, it will accelerate development as well as expand the range of services and shorten the span of control to the people in the Papua region," the statement said.
Waterpauw said his party would encourage the aspirations of the Papuan people to be submitted to the president, DPR and other relevant institutions and ministries.
