Help protect our Kanan and Driver Emergency Evacuation Routes!
A public interest lawsuit was filed against Agoura Hills for not considering the impact of their high density upzoning on the wildfire evacuation routes on Kanan Rd. and Driver Ave. Both routes were dangerously slow-moving during the Woolsey fire in 2018 and the community group PEER filed the suit because additional approved high density housing would slow evacuation even further.

Mary Wiesbrock of Save Open Space was right when she urged the Agoura Hills City Council to add office conversions to their mix of affordable housing! Now here is a full page article in the Sunday LA Times about this and how trendy it is.
The article says that in a March study, the think tank Rand Corp. identified 2300 underutilized office and hotel properties in LA County that could be converted!

Oxnard breaks ground on a 100% affordable housing development working with Many Mansions! That is one way to get the dwelling units required by the state. In Agoura Hills, the City Council is stuck on only 20% affordable housing per site, so it takes a lot more development to achieve the state mandated number of units.

Many Mansions kicked off the construction of an 86-unit affordable housing complex in downtown Oxnard with a groundbreaking Wednesday.

What I learned about the possible 564 dwellings and the Agoura Hills City Council on 2-23. The CC could have voted to remove some affordable housing sites like the 3 Kanan shopping centers, but they chose not to. (It was confirmed that this was possible by questions asked by Councilmember Webber.) Instead they went full speed ahead by approving the General Plan so far, including the housing element by "receiving and filing.
The CC blamed the State of California for requiring the additional Affordable Housing. They did not take responsibility for the sites they picked, nor did they indicate they would look further for others.
Am I hopeful that the CC will vote any differently in the final review of the EIR in May or June? No! Does that mean the shopping center owners will build the allowed new dwellings? Not necessarily, but the owners would be allowed to if they wanted to. Do we want to leave that opportunity open to them? No! Please continue to lobby to have these sites removed from the up zoning.

Maybe once upon a time on Kanan Road, we could look at traffic peaking twice in 24 hours - at rush hour and at drive-home time. Not true anymore because of traffic flows from the 2 high schools, 1 middle school and multiple grade schools that feed into Kanan. There is at least a noon traffic flow and another that starts at 2:30. What if we had to evacuate an emergency during the day? What a mess that would be! We definitely do not want up to 564 more housing units at the shopping centers contributing to the mess.

This Cal Fire map shows extreme fire danger in red and shows why Kanan Road is so important as an evacuation route, because it is not in red. We need Kanan as free flowing as possible during emergencies, and do not need 564 more housing units by the Kanan/Thousand Oaks intersection.

How many housing units (apartments or condos) could be added to each shopping center on Kanan? For the Agoura Meadows with Vons - 201 units, for Twin Oaks with Ralphs - 220 units, for Agoura city Mall with Agoura Famous Deli - 143. Total: 564. Preserve Evacuation Corridor on Kanan - PECK
Agoura Hills has picked the 3 shopping centers on Kanan Road and Thousand Oaks Blvd as sites to allow up to a total of 564 housing units to satisfy California's requirement for more housing. How totally inappropriate! We are asking that these sites be taken off the housing map and replaced with more reasonable locations that will not threaten to clog the Kanan Evacuation Corridor. There are other options of individual business properties and office parks.
Sites O, P, Q are the shopping centers.
