Maj Gen James Birungi Detained at Makindye, Awaits Court-Martial

From house arrest to detention at Makindye Barracks, the trajectory of a man who sought my head on behalf of Criminal Paul Kagame. The manner in which this double agent pursued me, merely to gratify his true master in Kigali, was unprecedented. Hunting down a fellow citizen who had committed no crime, he sought my elimination solely to please a criminal ruler of a foreign nation. A general devoid of patriotism is not only a failure in his duty but also a danger to the entire nation, for his betrayal threatens the safety and trust of every citizen.

Major General James Birungi was appointed as Uganda’s Chief of Defence Intelligence and Security (formerly the Chieftaincy of Military Intelligence, CMI) in early 2022. He held this position until April 2025, when a reshuffle saw him exchanged with Major General Richard Otto. Birungi was reassigned to Fort Portal, where he assumed command of the UPDF Mountain Infantry Division, while Otto succeeded him as Chief of Defence Intelligence.

Birungi’s tenure at the Mountain Division proved remarkably short. After only two months in command, he was relieved of the post on 26 June 2025. On that same day, he was redeployed as Uganda’s Military Attaché and Defence Advisor in Burundi, with Brigadier Paul Muwonge, his deputy, appointed as his successor in Fort Portal.

However, Birungi never took up his new diplomatic assignment. Instead, he was placed under house arrest as he faced investigations into numerous alleged irregularities, including the doctoring and manipulation of intelligence reports, fabrication of dossiers and operations, embezzlement, compromised missions, and broader internal misconduct. Currently, Uganda’s former Chief of Military Intelligence, Major General James Birungi, is being held at Makindye Military Police Prison. He is expected to stand trial before a military court-martial on multiple charges.

A reshuffle is looming within Criminal Paul Kagame’s security apparatus:

1. Police Chief – IGP Felix Namuhoranye is facing removal largely because he is not a killer, a kidnapper, or ruthless as his predecessors, IGP Dan Munyuza and IGP Emmanuel Gasana, both of whom were notorious for their brutality and all sorts of human rights atrocities.

2. RDF Chief – Gen Mubarakh Muganga: His position is under threat due to Rwanda Defence Force’s repeated setbacks in the Democratic Republic of Congo, where operations have failed to achieve Criminal Paul Kagame’s objectives.

Yesterday, afternoon, at Urugwiro Village, Dictator Paul Kagame received President Daniel Francisco Chapo of the Republic of Mozambique, as he begun a two-day working visit to Rwanda.

Just wondering! Will President Daniel Chapo be provided with a Rwandan spy concubine as a side dish (honey trapping), meeting the same fate as his predecessor, Filipe Jacinto Nyusi, who was honey entrapped by a Rwandan female spy/mistress and ended up fathering a child with her?

Dictator Paul Kagame has allegedly employed sophisticated covert intelligence tactics, including honey-trapping, to compromise senior officials worldwide. It is widely rumored within intelligence circles of the Great Lakes region that six presidents and one prime minister have fallen victim to these operations orchestrated by Kagame’s regime.

There are few things more heartbreaking than watching something you deeply love unravel before your very eyes. An organisation for which thousands of comrades sacrificed their lives is now walking the path of self-destruction. This tragedy is not the result of external enemies, but of choices made within. When loyalty is removed from the heart of an ideology and replaced with the politics of money, decay becomes inevitable. What was once built on sacrifice and principle is now crumbling under greed and betrayal.

“A bullet must always be marked with the name of the enemy it is intended for. No bullet in Rwanda should go to waste, when you fire, you must hit the target. If you fire and miss, the one you are fighting may hit you instead. Bullets are expensive, so firing without hitting means wasting resources,” declared Criminal Paul Kagame.

The ruthless ruler of Rwanda went further, issuing threats against the President of Burundi, Évariste Ndayishimiye, the President of the DRC, Félix Tshisekedi, and international NGOs, particularly Human Rights Watch.

On 25 August 2025, Criminal Paul Kagame, Commander-in-Chief of the Rwanda Defence Force, delivered this statement while addressing more than 6,000 RDF troops as they completed special training.

These troops were drawn from different divisions and brought together for special training, both to familiarise themselves with one another and to prepare for deployment in the war theatre of eastern DRC, where they will continue fighting in Criminal Paul Kagame’s mineral war.

After disappearing on 5 August 2025 and briefly resurfacing on 14 August in Cagliari, Sardinia, during a Zoom session of the EAC - SADC Extraordinary Summit co-chaired by H.E. William Ruto, the Grand Satan of the Great Lakes region has reappeared today, 25 August 2025, at the Gabiro Combat Training Center. There, he inspected a division of 6,000 troops set to be deployed in the Democratic Republic of Congo (DRC) for his mineral war.

Criminal Paul Kagame, Commander-in-Chief of the Rwanda Defence Force, addressed more than 6,000 officers from the RDF and Rwanda National Police as they completed their training. Their mission is clear: deployment to the DRC to fight in Criminal Paul Kagame’s relentless mineral war.

Below sits the weary figure of former President of Burkina Faso, Captain Blaise Compaoré, now in exile in Ivory Coast, where he spends his days in private prayer within the confines of his residence. Compaoré, who ruled Burkina Faso for 27 years, has been living in Ivory Coast since his ousting in 2014. On 13 August 2024, he briefly returned during the presidency of Lieutenant-Colonel Paul-Henri Sandaogo Damiba, only to flee back into exile shortly thereafter.

His legacy is forever stained by the events of 15 October 1987, when Thomas Sankara, the revolutionary Pan-Africanist and then-president of Burkina Faso, was brutally assassinated by troops led by Compaoré, once his closest ally and brother-in-arms.

My take: Evil men never escape the weight of their crimes. Blaise Compaoré betrayed and murdered his brother, Thomas Sankara, and today he drowns in the shadows of his treachery. The same fate awaits Criminal Paul Kagame, he too will one day be crushed by the unforgiving burden of betraying and eliminating General Fred Rwigema.

Human Rights Watch has released a new report accusing the M23 armed group, supported by Rwanda, of massacring more than 140 civilians in 14 villages and farming areas near Virunga National Park in Eastern DR Congo.

My heartfelt condolences to Retired Col Rwakabi Kacyira (Kakira) on the passing of his beloved wife, Aisa Kirabo Kacyira (Kakira).

Col Kacyira is among the few RDF officers with whom one could engage in genuine intellectual discussions, a remarkably intelligent and kind gentleman who, unfortunately, served under a bloodthirsty dictator. We all know how this affected him, particularly in terms of promotions and military course favouritism.

May Retired Col Kacyira (Kakira) find strength during this difficult time, and may her soul rest in eternal peace.

Under Joseph Kabila’s presidency, the looter without borders, Criminal Paul Kagame, controlled, or rather owned, nearly 260 mining sites in the DRC through his vast criminal network. Furthermore, through his rebel movement, the RCD–RDF, fronted by his puppets Emile Ilunga, Adolphe Onusumba, and Azarias Ruberwa, he controlled nearly 30% of the DRC between 1998 and 2003. In short, from 1996 to the present day, currently under the banner of RDF–M23, he has been mercilessly plundering the wealth of the DRC.

My question: When will this looter without borders finally leave the DRC for good?

Dear oppressed and enslaved Rwandans, don't forget that your 57kg dictator’s estimated wealth exceeds 35 billion US dollars. If he wished, he could single-handedly pay off the 15 billion dollars of foreign debt that your enclave owes to various predatory lenders.
