Man Arrested for Public Intoxication on Richmond Highway in Stafford VA

Deputy Oliveira-Hernandez responded to a report of a suspicious person walking into traffic on Richmond Highway. The man, identified as Koby Shacar Mangain (47) of Dumfries, was found to be highly intoxicated, slurring speech and moving in the wrong direction along the roadway. Two open alcoholic beverages were found on his person. He was arrested for public intoxication and transported to Rappahannock Regional Jail for custody.

Two suspects were arrested after stealing used HVAC units worth between $200–$400 from a local business. The theft occurred two days prior, but the truck and trailer used in the crime were later located by Deputy T.W. Jenkins. The suspects, Marion Lee Dowdy (33) and Paul Tyler Johnson (30), both of Stafford, admitted to the crime. The stolen equipment was recovered and returned. Both men were charged with trespassing and petit larceny.

DUI Arrest After Illegal U-Turn on Warrenton Road

Deputies stopped a vehicle for an illegal U-turn and discovered the driver, Kimberly Benson, 43, of Renton, Washington, showing signs of intoxication. She was arrested by Deputy H. T. Wagner and charged with DUI. Benson was released on an unsecured bond and cited for the traffic violation.
