"Trump" administration’s plan to cut federal workforce sparks partisan clash as funding deadline looms.
A newly revealed memo from the White House budget office instructing federal agencies to prepare plans for mass layoffs in the event of a government shutdown has dramatically escalated tensions in the funding standoff as next week’s deadline approaches.
The memo, sent by Office of Management and Budget (OMB) Director Russ Vought, offers the first look at the Trump administration’s internal contingency planning — details that had been kept under unusually tight wraps compared with the public shutdown guidance typically issued by past administrations. Until now, most agencies had been relying on earlier Biden-era contingency plans that were quietly removed from public websites earlier this year.
Several agency officials said they were caught off guard and were scrambling to compile the information the OMB demanded. The agency held its first shutdown-planning call with department leaders earlier this week.
Pressure Tactics Ahead of Funding Deadline

The threat of mass firings appears aimed at pressuring Democrats to accept a Republican-backed stop-gap funding bill and signaling that President Donald Trump intends to use a shutdown to accelerate his own policy priorities — precisely what Democrats, including Senate Democratic Leader Chuck Schumer, had warned about earlier this year.
Schumer, who in March supported a GOP funding measure to avoid a shutdown, is now insisting on Democratic demands. Republican hard-liners hope the new threat will shake that resolve. Some in the White House — including Vought and allies who have long pushed for deeper federal-workforce cuts — see the standoff as a chance to enact reductions that have proved politically difficult in normal times while blaming Democrats for the fallout.
“This is now part of rhetorical positioning the White House has chosen,” said Douglas Holtz-Eakin, president of the conservative American Action Forum and a former GOP policy adviser. “You could do large-scale reductions in force at any time.”
Divided GOP Messaging

On Capitol Hill, Sen. Bernie Moreno (R-Ohio) warned of potential “permanent cuts” to the federal workforce if a shutdown drags on, insisting Democrats would bear the blame for refusing the House-passed funding package.
But other Republicans urged caution: Sen. Susan Collins (R-Maine), the top Senate appropriator, said federal employees “should not be treated as pawns” in the budget fight. Some GOP strategists worry the layoff threat could backfire by shifting public sympathy toward workers and weakening Republicans’ negotiating leverage.
“Trump is going to exert whatever power he can, he’s going to exact whatever pain he can,” said GOP strategist Doug Heye. “That could backfire — especially if firings start in areas that directly affect voters’ daily lives.”
Democrats Hold Their Ground

Democratic leaders dismissed Vought’s memo as a “scare tactic” and said it had only strengthened their resolve not to accept the Republican plan without concessions on health-care funding.
“We will not be intimidated by Russ Vought, who is completely and totally out of control,” said House Minority Leader Hakeem Jeffries (D-N.Y.), accusing the OMB of illegally shuttering parts of the government earlier this year.
Other Democratic aides argued voters — including federal employees themselves — would blame Trump, not Democrats, for any layoffs.
Uncertain Impact on Federal Services

One immediate concern is the status of airport security and air-traffic-control staff. Two sources said those workers are expected to be classified as “essential” and therefore required to keep working during a shutdown, though they would not receive pay until the government reopens.
With the deadline just days away, both sides appear entrenched — leaving hundreds of thousands of federal employees bracing for potential disruption and an escalating partisan showdown over the direction of U.S. government spending.

Bangkok, September 23, 2025 – The Tourism Authority of Thailand (TAT) announced the launch of its “Nihao Month” campaign at a press conference held at Hyatt Regency Bangkok Sukhumvit, unveiling a series of high-impact marketing initiatives designed to boost travel confidence among Chinese visitors during the Mid-Autumn Festival and China’s National Day Golden Week, and to continue stimulating arrivals through the remainder of 2025. The campaign also celebrates the 50th anniversary of Thailand–China diplomatic relations.
The press conference was attended by Ms. Thapanee Kiatphaibool, TAT Governor, and Mr. Yang Xiaolong, Counselor for Cultural Affairs of the Embassy of the People’s Republic of China in Thailand, underscoring close cooperation between the two nations in strengthening tourism ties.

TAT believes “Nihao Month” goes beyond a marketing drive to symbolize the enduring friendship between Thailand and China on the occasion of the 50th anniversary of diplomatic relations. By leveraging the cultural significance of the Mid-Autumn Festival, the campaign aims to connect people of both nations and reaffirm Thailand’s position as a Top-of-Mind Destination for Chinese tourists.
As of January 1 – September 22, 2025, Thailand welcomed 3,312,151 Chinese visitors. TAT is confident that with sustained market-stimulus measures, enhanced destination image, and confidence-building strategies—together with the momentum of “Nihao Month”—Chinese arrivals will continue to grow and meet the country’s year-end targets.

泰国旅游局推出“Nihao Month”项目 欢庆中秋佳节及国庆黄金周 启动系列推广活动吸引中国游客赴泰旅游并持续至2025年底
2025年9月23日,泰国曼谷 —— 泰国旅游局(TAT)于 曼谷凯悦丽晶素坤逸酒店(Hyatt Regency Bangkok Sukhumvit) 举行新闻发布会,正式宣布启动 “Nihao Month” 系列推广活动,以丰富多彩的营销与体验活动,在中秋节和中国国庆黄金周期间加速提振中国游客赴泰旅游信心,并持续推动客源增长直至2025年底。该活动也同时庆祝 中泰建交50周年,彰显两国深厚友谊与旅游合作。
发布会由 泰国旅游局局长塔帕尼·吉亚帕布恩(Ms. Thapanee Kiatphaibool) 与 中华人民共和国驻泰王国大使馆文化参赞杨晓龙(Mr. Yang Xiaolong) 共同出席,体现中泰双方在促进旅游合作上的紧密关系。
塔帕尼局长表示,面对当前中国出境旅游市场趋缓的形势,泰旅局积极推动 “Trusted Thailand” 项目以强化目的地形象与游客信心,并重点吸引中国高潜力客群,包括支持来自中国二线、三线城市的包机航班(Charter Flight) 以及 “Summer Blast”奖励旅游团体项目(Incentive Group),把握中秋节和十月黄金周等中国重要旅游旺季。
作为 连续第二年举办的年度活动,“Nihao Month”将从2025年9月至12月持续推出系列宣传与促销,吸引更多优质中国游客在长假及年末出行赴泰。

广州盛大启动仪式(2025年9月15日):
泰旅局在广州举办隆重开幕活动,特别邀请泰国知名演员 Pong Nawat Kulrattanarak(纳瓦特·库尔拉塔纳拉克) 出席,与中国游客热情互动并获得高度关注。
“Thailand, Told by You – UGC Challenge & FAM Trip”(9月1日至12日):
面向中国创作者征集以 “5 Must Do in Thailand(泰国必做五件事)” 和 “Soft Power 5F” 为主题的创意内容。获奖者将于 10月5日至11日 赴泰参与踩线采风,游览 清迈、芭堤雅(春武里府)、普吉岛及苏梅岛(素叻他尼府) 并创作真实旅行故事与网友分享。
“Amazing Mid-Autumn in Thailand – 欢迎晚宴”(10月6日,曼谷One Bangkok):
