Embracing AI will transform how laws are drafted and reviewed- GVT

The Zambia Law Development Commission (ZLDC) has been urged to embrace artificial intelligence (AI) and other technological innovations as it spearheads reforms in the country’s legal framework.

Speaking at the official opening of the 2nd Annual National Law Conference in Lusaka, held from 17th to 18th September 2025 under the theme “Sustainable Development: Integrating Environmental Management, Justice and Digital Innovation,” Minister of Technology and Science, Hon. Felix Mutati, said AI has the potential to transform the lawmaking process.

He explained that AI can help the Commission propose new legislation while avoiding duplication of existing provisions, thereby ensuring efficiency and accuracy in drafting laws.

“With AI, lawyers can automate routine drafting tasks and generate first drafts with incredible speed. This will allow them to focus more on strategy and increase their capacity to deliver legal services,” Mr. Mutati said.

Meanwhile, ZLDC Executive Director, Hope Ndlovu Chanda, stated that the conference seeks to address how Zambia’s legal system can respond to today’s pressing issues. These include safeguarding the environment, advancing equitable justice, and leveraging digital innovation to drive sustainable national development.

The two-day event has attracted legal experts, policymakers, and stakeholders to deliberate on aligning Zambia’s laws with global trends and emerging challenges.

Kalaba Pledges 100% Rural Hardship Allowance for Civil Servants

The Citizens First (CF) Party has assured civil servants that, under its leadership, they will receive a 100 percent rural hardship allowance calculated on their basic pay.

Speaking through the party’s National Youth Chairman, Maxwell Chongu, CF emphasized that the policy is both realistic and achievable, despite criticism from sections of the media.

Mr. Chongu urged Zambians to dismiss what he described as “toxic hired tabloids,” singling out News Diggers Newspaper for attempting to discredit what he termed as deliberate and feasible policies aimed at improving the welfare of public workers.

He said President Harry Kalaba, who once served as Minister of Foreign Affairs under the Patriotic Front (PF) government, has proven his capacity to introduce workable policies, citing the debt swap initiative that initially faced skepticism but was later adopted and implemented by the PF to the benefit of many civil servants.

“Sixty years after independence, Zambia is blessed with vast deposits of high-value minerals. With proper management and political will, it is possible to actualize the 100 percent rural hardship allowance,” Mr. Chongu said.

He added that tax holidays extended to foreign-owned mining companies under the current administration were enough to finance the allowance, should they be redirected to support workers.

Mr. Chongu further argued that improved conditions of service would not only motivate civil servants but also enhance productivity in key sectors such as education, which he said risks a decline in quality under the free education policy.

“Civil servants under the UPND government have endured slavery-like conditions amidst unprecedented levels of high cost of living. It is time for CF and President Kalaba to realign the civil service space, making it attractive and effective in meeting people’s expectations,” he said.

Zambia Medicines Regulatory Authority ZAMRA says Substandard and Falsified Medical Products Continue to contribute to the rise of antimicrobial resistance (AMR).

Speaking during the official opening of the meeting to establish a single point of contact (SPOC) network against substandard and falsified medical products in Lusaka, ZAMRA, Director General Makomani Siyanga says it is reported that up to 155,000 children die annually due to falsified anti-malaria drugs and a similar number of children die from acute pneumonia after treatment with substandard and falsified antimicrobials.

Mr. Siyanga says in the recent past, the world has witnessed the unfortunate deaths of over 300 children in at least seven countries who consumed over-the counter cough syrups for children contaminated with high levels of diethylene glycol and ethylene glycol, both poisons which should never have been found in these products.

He says substandard and falsified medical products have also been implicated in terrorism and money laundering schemes as such, the fight against substandard and falsified medical products should be seen as part of a broader war against terrorism.

He further says as a result of the threat posed by substandard and falsified medical products to its citizens, the Zambian government through the ministry of health and the Zambia medicines regulatory authority (ZAMRA), has put in place a number of measures to ensure medicinal products circulating in Zambia meet the criteria of quality, safety and efficacy.

ZANAMACA Urges Continued Power Support to Safeguard Market Businesses

The Zambia National Marketeers Association (ZANAMACA) has called for sustained improvements in electricity supply to markets, stressing that traders and small businesses remain among the most vulnerable to the ongoing power deficit.

Speaking at a media briefing in Lusaka, ZANAMACA President Mupila Kameya commended the Government for increasing electricity supply hours and deploying diesel-powered generators to selected markets and highly populated townships. He said the intervention has provided traders with some stability, enabling them to store perishable goods, operate equipment, and extend trading hours.

“As ZANAMACA we are delighted with this intervention as it will save small businesses from collapsing, protect household incomes, and allow traders to operate with a degree of stability amid the current power deficit,” Mr. Kameya stated.

He further welcomed President Hakainde Hichilema’s assurance that markets and households will be prioritized in electricity distribution, saying the pledge has renewed confidence among marketeers whose livelihoods are heavily dependent on reliable power.

“Marketeers are among those most affected by load shedding. Our ability to store fresh goods, run small equipment, and sustain daily business operations has been disrupted, reducing incomes and opportunities for families,” Mr. Kameya emphasized.

His remarks come in the wake of President Hichilema’s address to Parliament, in which he outlined measures aimed at stabilising and expanding Zambia’s energy sector. ZANAMACA has since urged the Government to build on these efforts and ensure that markets continue receiving priority power support to safeguard thousands of small businesses across the country.

The Zambia Army has intensified efforts to combat illegal mining.

Chairman of the Central Joint Operations Committee Lieutenant General GEOFFREY ZYEELE says illegal mining is an economic crime that undermines the rule of law.

Speaking at the opening of a three-day stakeholder planning meeting in Lusaka, General ZYEELE, who is also Army Commander, said the practice puts at risk the country's development.

He has warned that if mineral smuggling remains unchecked, Zambia risks losing vital revenue needed to drive national development.

He further says illegal mining activities fuel criminal syndicates, erode public trust in institutions, and contribute to environmental degradation.

And Chairperson of the Zambia Defence University Steering Committee, Brigadier General FRANCIS KASEMPA, highlighted the significance of the gathering, noting its potential to harness research, operational experience, and collective expertise.
