STRONGER SUPERVISION, FASTER RESPONSE: CPNP TORRE SETS HIGHER POLICING STANDARDS
By order of President Ferdinand R. Marcos Jr. to ensure swift and efficient police service in line with the thrust of Bagong Pilipinas, Philippine National Police Chief, Police General Nicolas D. Torre III, convened a Command Conference yesterday, June 18, 2025, at the PNP Main Conference Room in Camp Crame.
The conference focused on two primary concerns: the implementation of the 5-Minute Response Time Strategy and the sustained nationwide deployment of police personnel. One of the key highlights of the day was the conduct of a Simulation Exercise (SIMEX), which tested the real-time ex*****on of the 5-minute response protocol—a central element of the Chief PNP’s reform agenda.
Coinciding with the simulation was an actual shooting incident in Cotabato City, which was swiftly addressed by responding police personnel. The response was captured through body-worn camera footage from a member of Cotabato City Police Station 1, providing compelling evidence of the strategy’s real-world effectiveness and relevance.
A total of ten police units participated in the simulation, which measured their ability to respond within the five-minute standard. These included seven units from the National Capital Region Police Office (NCRPO), two from Police Regional Office 3, and one each from Police Regional Offices 11, 7, and 4A.
This exercise followed the earlier relief of eight Chiefs of Police who were found non-compliant with the 5-minute response policy. The move sent a strong message that poor performance and lack of visibility on the ground would not be tolerated. For PGen Torre, the commitment to timely and effective public service is non-negotiable.
