Central Bank threatens to imprison people keeping money in their houses

The Bank of South Sudan (BoSS) has today issued a statement warning people or institution hoarding currencies or keeping money in the houses. Hoarding simply means keeping huge money in the house or without remitting them to the banks to ease flow of currency.

The circular issued today and signed by BoSS governor Dr. Addis Ababa Othow outlined penalties to those people or institutions keeping huge money in their houses or stores.

“Any institution, entity or person found in violation of this circular shall be subject to one or more of the following:

a) Seizure and forfeiture of the hoarded currency or assets

b) Fines imposed by the bank of South Sudan

c) Suspension or revocation of license (for banks, forex bureau, currency exchange rate agents, micro-finance deposit taking institutions, SACCOs or money transfers Operators

d) Freezing of accounts associated with hoarding activities.

e) Criminal prosecution under applicable laws, which include imprisonment” the statement partly read.

This circular comes at the time the country is facing serious liquidity crisis or shortage of cash in the market.

Teachers’ SSP 9.5 million salary robbed at gunpoint in Warrap

Armed robbers attacked teachers at St. Daniel Comboni Secondary School in Wunrok town, Twic County, Warrap State, and stole the teachers’ salary amounting to 9.5 million SSP, along with three smart phones and 12 pieces of clothing, last Friday night.

According to Angelo Achuan Deng, one of the teachers, the robbery occurred around 10 PM at the teachers’ residence in Wunakech village. Two teachers had left the residence to attend a traditional night dance when they were attacked.

As they ran back, the gunmen followed them, beating other teachers and taking their belongings at gunpoint.

"I'm injured on the head. A teacher called Samuel Lual was seriously hit on the head and body by a gun. A teacher who ran to a neighbor’s house wasn’t injured. Teachers who were inside other rooms were injured on their legs, and one teacher was slapped on the face. The money, smart phones, and clothes were taken,” Achuan narrated.

The stolen salaries had just been delivered that day and were supposed to be paid to the teachers the following day.

The robbers threatened the teachers with guns, preventing them from seeing their faces.

In response, Wunrok Payam Police Inspector Lt. Col. Atem Deng Atem said five people have been detained to assist in the investigation.

“We have arrested five suspects. Four men and one girl who met them on the road before the incident. We are still searching for the real suspects, and we want to find out who they are, whether the arrested individuals are the ones responsible, and who else might be involved,” Atem said.

President Salva Kiir has announced sweeping changes in his government through a series of presidential decrees read on state-run SSBC this evening.

1. Sacked Emmanuel Primo Okello from his position as Governor of Western Bahr el Ghazal State and appointed Sherif Daniel Sherif as the new governor.

2. Sacked Taban Abel from his role as Deputy Commissioner of the South Sudan Revenue Authority, naming John Mading Bol Makuac as his replacement.

3. Relieved Dr. Wek Mamer Kuol from his position as Minister of Justice and Constitutional Affairs and appointed him Minister of Parliamentary Affairs.

4. Relieved Dr. Joseph Geng Akec from his position as Minister of Youth and Sports and appointed him as the new Minister of Justice and Constitutional Affairs,
