I don't think the ranking system is broken. I think it is just flawed in how it's presented. Blizzard even said that people will place a lot lower than their skill level in order to give everyone time to learn how things work with the new system and gameplay adjustments.

If you remember, in it took more than 7 wins to go up a tier even with no losses, because of how many SR points you were given. The same is true for , but it just doesn't show you the SR so you can win 7 or more games and not progress.

The 7 wins / 20 losses thing also seems a bit confusing. It's not that you go up a tier every 7 levels and down every 20. Your rank itself just gets updated. While there is no more publicly visible SR, it's still calculating it in the background.

From what I gathered, if you have not played comp the last few seasons of OR you never played at all, then you are automatically given bronze 5 in .

People that were high ranking in are now getting Bronze 5. Doesn't matter how well they do, if they win all 7 games, some groups of people are getting auto placed in 5 and aren't seeing progress after the next 7 wins.

It seems like playing comp on is a complete mess right now. Not so much for the server issue, but the way placements and ranking works now.

If you are stuck bouncing from 0 back to 2k+ or if keeps saying you can not log in and it boots you, close the game, close battle net, then make sure you EXIT battle net so it is not running in the background. Once you restart battle net and it should stop.

First off, try playing on the Asia server. A lot of times I've had no queue or very very short waits. Lots of people from all over the world are playing on there for right now.
