Also being considered at tonight’s Council meeting are the following agenda items:

- Shared services agreement with NYSDOT

- 2025 budget adjustment to reflect 2% raise for non police and fire City Managers at a cost of $23,307

- Travel request for Wastewater Treatment Plant Operator Certification Program at SUNY Morrisville at a cost of $3,250

- Rivised Environmental Services Department Capital Project, 2019 CSO-LTCP-CAPS (project H8130.66) to increase budget by $60,000

- Appointment of William Laundry and Kelly Donoghue as Marriage Officers for the City of Plattsburgh

- Appointment of Margaret Supernault to the Board of Assesment Review

- Department of Public Works Agreement with Industrial Med for Drug and Alcohol testing

- Travel request for one Police Department employee to attend Use of Force training at a cost of $266

- Renewal of Employee Assistance Services (EAS) benefit for 227 full time City Employees with BHSN at a cost of $6,946.20 for the 2025 plan year.

At tonight’s Common Council meeting, Mayor Hughes will present for Council approval, the appointment of James Evans for Ward 2 Councilor, and Justin Meyer as the City Corporation Counsel.

This item was approved in a 2-4 vote, with Councilors Gibbs and Moore voting against. Gibbs opposed the inclusion of Trailways in the contract, and Moore believed the City should be getting more money.

It was explained that the Town of Plattsburgh had reached an agreement with Greyhound for a permanent stop at the Sonoco station on Route 3. That agreement was approved by the Town Board the night before, but the the Durkee Street building will serve as a temporary stop until the Sonoco stop is ready.

The lease will be a month to month agreement for $1,000/month. The Mayor also mentioned that he had spoken to Dean Devito of Prime Companies about this temporary use of the parking lot, and he saw no issue with it

This item was tabled, and is expected to be revisited at the next Council meeting. The reason given by Councilor Gibbs was that the contract was only just received at 1:30pm that day, and more time was needed to review.

The Council approved the plans for Melissa Penfield Park bathroom improvements, but rejected the plans for South Platt Street Park.

The Council was overwhelmingly concerned with the cost of the project at South Platt Park, commonly referred to as Fox Hill. The award was for nearly $1 million, and included the demolition of the old bathroom building and construction of a new bathroom building with a rentable clubhouse space at a different location next to the newly constructed playground. All councilors were in favor of having heated bathrooms available, but many were opposed to including a clubhouse in the plans.

The rejection of this contract will likely mean the City will have to develop a new plan, pushing construction out to next year.
