📍 PARA SA BACOLOD / NEGROS OCCIDENTAL:
We are under **TROPICAL CYCLONE WIND SIGNAL (TCWS) NO. 3.**
CURRENT THREATS & EXPECTATIONS:

1. SEVERE WINDS: Expect **STORM-FORCE WINDS (89-117 km/h)** starting within the next 18 hours. Damage is MODERATE to SIGNIFICANT. Secure all windows, doors, and loose property NOW.
2. LIFE-THREATENING STORM SURGE: There is a **HIGH RISK** of a dangerous, damaging storm surge, with peak heights **EXCEEDING 3.0 METERS**, along coastal areas of the Negros Island Region.
3. TIMELINE: Tino is expected to cross the Visayas region tonight and tomorrow morning (Nov 3-4).

* **EVACUATE IMMEDIATELY** if your home is near the coast or in a low-lying, flood-prone area. Do not wait for the water to rise.
* **PREPARE:** Get your emergency/survival bag (Go Bag) ready now (water, food, medicine, flashlights, radio).
* **STAY INSIDE:** Remain indoors and away from windows once the strong winds start.
* **MONITOR:** Follow official announcements from Bacolod City and Negros Occidental LGUs/DRRMO.
