Arakan Army (AA) imposes taxes on Rohingya shopkeepers in Maungdaw, seizes shops of fled owners

Correspondent: Mg Tin Shwe
Date: 5l6 October 2025

The United League of Arakan/Arakan Army (ULA/AA), a Rakhine rebel group that has occupied most parts of Arakan (Rakhine) State, has been collecting taxes from Rohingya shopkeepers in Maungdaw Township, Arakan (Rakhine) State, Myanmar.

Rohingya shopkeepers from downtown Maungdaw were summoned for a meeting conducted by the Arakan Army (AA) at their administrative office in downtown Maungdaw on September 30, 2025.

During the meeting, the Arakan Army (AA) stated, “Those shopkeepers who have fled to Yangon or Bangladesh can no longer remain the owners of their shops. Starting from the beginning of October, these shops must pay taxes to the Arakan Army (AA) instead of sending payments to the owners outside Arakan (Rakhine) State.”

The group also accused the absent shopkeepers, claiming, “The shopkeepers who fled to Bangladesh are linked with Rohingya armed groups, and those who fled to Yangon are affiliated with the Military Junta. Therefore, from October onward, their shops will be seized, and the taxes from these shops must be paid to the Arakan Army (AA) instead of to the owners outside Arakan (Rakhine) State.”

The Arakan Army (AA) further warned, “Shopkeepers currently operating in downtown must also pay monthly taxes to the Arakan Army (AA). Those who fail to pay will not be allowed to open their shops.”
