It has been 15 years since Danial Johnson was killed while working as a clerk at the Maine Street Mini Mart.

It has been 15 years since Danial Johnson was killed while working as a clerk at the Maine Street Mini Mart.
On July 14, 2010, Enid Police Department officers received a 911 call at 3:14 a.m. from a woman who reported finding the clerk unresponsive at the convenience store, 1602 E. Maine.
Johnson was shot and killed during a robbery of the store.
Surveillance video shows a dark-skinned black or Hispanic man wearing an orange hooded sweatshirt, black or blue jeans, gloves and carrying a white bag. The sweatshirt had the word “State” on the front and possibly an overlay of an “O,” which may reference Oklahoma State University. The man is also seen on video brandishing a pistol.

Inaction by county level officials (Casual Factor) , who were given previous relevant action items was a root cause. If someone were doing a root cause analysis, cloud seeding would not be considered a causal factor. It would be in the chronological timeline of events, but would quickly be defeated with a question of "so what?". Kinda like what this gentleman did here.  The floods were the event.. There were items leading up to the event and post event that can be improved upon. The way to improve (prevent) can be done through bowtie assessment or tap route RCA. 

With modern day technology this can be done in a matter of a few days given proper evidence collection.
