WARNING AGAINST BACKDOOR RETURN OF BILL 7
The Democratic Progressive Party (DPP) has taken note of President Hakainde Hichilema’s decision to appoint a technical committee to spearhead the Constitution making process.
While we welcome any genuine effort to strengthen Zambia’s governance framework, we must remind the President and his administration that the Constitution does not belong to the Executive or to politicians–it belongs to the people of Zambia.
The Constitution making process must therefore be people-driven, transparent, and participatory. Zambians have already spoken loudly and clearly in their rejection of Bill 7, which was widely regarded as a flawed and politically manipulated attempt to amend the supreme law of the land. We strongly caution against any backdoor reintroduction of Bill 7 through a technical committee that merely serves as a rubber stamp. The people will not accept recycled proposals they have already rejected.
In the interest of accountability and transparency, we demand that the President and his government immediately make public the Terms of Reference for this technical committee. Zambians deserve to know:
1. The scope of the committee’s work;
2. The content under review;
3. The procedures to be followed;
4. The timelines to be observed; and
5. The mechanisms through which citizens will be engaged and consulted.
Anything short of full disclosure will undermine the legitimacy of the process from the very start.
Furthermore, we call upon the government to clearly state which budget line will finance this technical committee. The 2025/2026 national budget contains no allocation for a Constitution making process. Zambians have the right to know how public funds are being redirected at a time when the country is weighed down by debt, unemployment, and economic hardship.
The DPP reaffirms its commitment to a genuinely people-driven Constitution making process that reflects the aspirations of all Zambians–not the narrow interests of politicians. The supreme law of the land must emerge from the will of the people, for the people, and by the people.
