Pare Dam Plays Crucial Role in Mitigating Early Monsoon Floods in 2025.
The onset of the 2025 monsoon season has been unusually early and intense, bringing heavy rainfall and flood conditions much before the typical season of July to September. On the morning of 30th May 2025 at 9:00 AM, the Pare River witnessed the first major flood discharge of the season.
The catchment area recorded 8 mm per hour rainfall, the highest recorded so far this year, indicating the severity of the weather system affecting the region.
During the intervening night of 30th and 31st May 2025, the Pare River experienced the highest flood discharge of the season. A peak discharge of 1310.00 Cumecs was recorded between 1:00 AM and 2:00 AM on 31st May 2025.
The Pare Hydro Power Station, operated by NEEPCO Limited, has played a pivotal role in flood mitigation, safeguarding downstream communities, particularly in the stretch from Jampa village to Doimukh, up to the Pare-Pachin confluence.
NEEPCO has deployed three Automatic Weather Stations (AWS) at Leporiang, Sagalee, and Pach-Hapa within the catchment area to gather real-time rainfall data. The availability of this data enables the dam control team to anticipate heavy inflows and take timely action.
Rainfall from Sagalee takes approximately three hours to reach the Pare Dam, providing a critical window for reservoir management and downstream alerts.
Following the Standard Operating Procedure (SOP), floodwaters are released gradually through the Radial Gates, keeping the Reservoir Water Level at a minimum to absorb incoming flood discharges.
This controlled release reduces the velocity and energy of floodwaters upon entering the reservoir, significantly minimizing downstream impact.
Despite the current success in flood mitigation, concerns remain high. Many riverbanks have been encroached, and permanent structures—including stone crusher units, buildings, resorts, restaurants, and picnic spots—have been constructed in High Flood Level (HFL) zones.
If a flood of the magnitude seen in 1999 were to recur, it could result in severe loss of life and property. It may be recalled that in 1999, both Sagalee town and Doimukh were heavily impacted by floods.
Considering forecasts from various agencies that predict more high-intensity floods this monsoon, Er. Taba Gagung, Deputy General Manager (Technical)Pare Hydro Power StationNEEPCO has strongly urged the local authorities and residents to evacuate vulnerable areas along the riverbanks and HFL zones until the monsoon subsides.
He further added that the Pare Project Dam will continue to play a vital role in managing floodwaters and ensuring the safety of the downstream population, but proactive measures and community cooperation remain essential to prevent disasters.
"The District Disaster Management Authority, Papum Pare,has also issued precautionary notices to all residents living near riverbanks and other vulnerable areas, advising them to evacuate and move to safer zones."
