At least 10,000 residents from Sheema district have signed a petition to president Museveni and the electoral commission protesting denial by the elections body at Sheema to nominate Mr Edgar Mukundane who had wanted to run as an independent candidate following failed NRM primaries.
The petitioners argue that the district registrar and his staff acted segregative and denied Mukundaneโs right to be nominated disguising that he never had enough signatures backing his nomination yet he had produced enough.
Consequently, Ms Jemimah Tumwijukye Buhanda, the incumbent district chairperson was nominated unopposed an issue raising concern to many leaders and residents.
โWe believe there was a great connivance between the electoral commission registrar at Sheema district and the NRM candidate to deny Mr Mukundane being nominated. There is no way most people who signed for him and were his known agents could be found to have signed for the opponent. This was done to deny him being nominated, and this is going to bring great confusion in our district.โ Mr Sam Kahindi, an elder and former Kabwohe town mayor said.
He noted that the decision to declare Ms Buhanda as unopposed yet pushing off opponents by electoral commission may cause indefinite confusion in the district that may culminate into violence.
โThe registrar at Sheema was doing a delegated job to nominate candidates, we believe the process can be reviewed. Shema has been generally a very peaceful constituency in Uganda here and law abiding, everything should be done so that we get justice to avoid seeds of disorder in the district and the party NRM.โMr Kahindi said.
A petition signed by 10156 individuals to president Museveni copied to the electoral commission which the main petitioners Ms Juliet Kebirungi and Mr Naboth Muhereza who say they are gathering more signatures note gross corruption in the process and say the residents will have to abandon NRM and vote other parties or fail to turn up for voting.
โWe ask you Mr President to intervene in this process and call the electoral commission to order. We wish the process to be reviewed and a clear answer is given.โ Part of the petition reads.
Mr. Deusdedit Nabeta one of the petitioners noted unfairness as key in petitioning the president.
โTo us we think the fountain of honor can solve everything, these are all candidates that belong to the party NRM, the people are angry on the party, he is a leader who listens. If the electoral commission canโt do enough, then the president should come in. its bene over a month since electoral commission was petitioned but we are hearing nothing.โ Mr Nabeeta said.
Mr Mukundane said he has since petitioned the electoral commission to have the nomination reviewed and have him nominated to contest as the district chairperson Sheema district and the EC has given him and his supporters a hearing and are impatiently waiting for the outcome.
โI decided to contest as an independent, but to my surprise I reached at the nomination centre at around 2:30 with my seconder and my proposer but the District Registrar told us that we leave there everything because it was late and we come back midday next day, we reached before time and he asked why we came early. They had not acknowledged receipt of our documents,, towards close of the day, they told us signatures were insufficient, we brought more but as they verified, they told us time was gone.โ Mr Mukundane said.
He said they have since petitioned the electoral commission as the candidate and are hoping for the reply though the people have a right to petition on their own.
โWe protested to the EC and asked them to review their decision not to norminate us and instead give us a nomination, the hearing was done at electoral commission; we have also been invited to reply to the counter petition from NRM protecting their candidate who was declared unopposed. NRM being in leadership and being told they are visiting NRM offices regularly, we are worried of results.โ He further said.
The electoral commission spokesperson Mr Julius Mucunguzi acknowledged the electoral commission receiving the petition asking the petitioners to be patient.
โTheir petition was received, the hearing has been done and the response is to be delivered to the candidate, not any other means, not through the media. They must wait for the response. There is a process.โ Mr Mucunguzi said on Friday evening.
Many contestants who had turned up to be nominated including at President level were denied nomination over insufficient signature an issue many relate to poor record linkage between the electoral commission and the NIRA.
