FORMER Member of Parliament for Mbarara West Constituency (Now Rwampara District), Ex- Speaker of the National Assembly (Parliament of the republic of Uganda) during the Obote 11 regime Under UPC government (23/12/1980-27/7/1985), the great honoured man, this is not any other than Francis K. Butagira a son to the late Kamujanduzi & Mayee Kamujundazi (RIP) of Kabukara village, Nshuro-parish Bugamba S/C -Rwampara district, Western Uganda.

Born on 22nd November 1942 at Kabukara, Nshuro Bugamba-Rwampara (then Mbarara district)!.
He Studied at Ntare School for his O'& A'levels, at his HSC got academic which was equivalent to ๐ฏ๐๐๐ ๐บ๐๐๐๐๐ ๐ซ๐๐๐๐๐๐.
He went for further studies to Dar-es- Salaama (in Tanzania) for bachelors degree in law and later went to Harvard University (in USA) where he got masters degree in law.
Hon. Butagira is a lay canon and diocesan chancellor Ankole diocese and a member of the Synod.
Rt. Hon. Can. F.K. Butagira is married to Lay Can. Lydia Butagira and they have Seven children.

He's a legal advisor at Bishop Stuart University and a retired Ambassador in countries like; Geneva, Switzerland, Austria, Ethiopia, Kenya, Vatican and German.
He also served as permanent representative to the United Nations in New York from 2003-2009.
Hon. Butagira is currently serving as Chairman board UNRSB (Uganda National Registration Services Bureau),
He was recently elected Chairman of the third committee (Social, humanitarian and Culture) authority on development (IGAD).
In 1999 he led a team of Ugandan negotiators in talks leading to the establishment of the East African Community (EAC). He also served in Nairobi-Kenya as Uganda's high commissioner and permanent representative to the United Nations Environment Programme (UNEP) and to the United Nations Human Settlements Programme (UN-HABITAT).
In 1998 he was appointed as Uganda's Ambassador to Ethiopia and permanent representative to the organization of African Unity (OAU) in Addis-ababa.
In 1989 he was elected as Council Member (MP) representing the people of Rwampara county, and chairman of legal and security affairs in Uganda's National Resistance Council (NRC). During President Yoweri Museveni's 1st Parliament which was chaired by Museveni as Speaker of the 5th Parliament (after replacing Hon. Francis Butagira)!
He also served as President of the joint assembly of European economic community and the East African Caribbean and Pacific group of states (EEC/ACP).
From 1979-1980, Hon. Butagira was a member of National Consultative Council.
As a senior lawyer Butagira also served as a high court judge between 1974-1979. Before 1974 he also served as the Chief Magistrate of Mbarara high court. He also served as Chief Magistrate of Buganda road court around 1973,
Hon. Butagira also headed the law development centre (LDC) and also lectured in law department at Law Dev't Center around 1969-1970. He also lectured in law school at Nsamizi law school in 1968, and also served as State attorney for the Ugandan ministry of justice and constitutional affairs in 1967.
He was educated at Dar- es-salama University College, Harvard University (United States of America), and London University's School of Oriental and African Studies.
Hon. Butagira is currently a board member of Ntare School Old boys' association (NSOBA).
Because of his hardworking when he was still a Member of Parliament for Mbarara West and Speaker of Parliament (elected on 23rd December 1980), the Mbarara city council recognized him as one of the development icons/pillars in the country and gave him a road/street which was named before him as '๐ฉ๐ผ๐ป๐จ๐ฎ๐ฐ๐น๐จ ๐น๐ถ๐จ๐ซ' it branches off from the main-high way, near Bank of Uganda (BOU) passes thru at Mbarara All saints church-Archdeaconry CoU, to Mbarara Municipal School,
Also at Bugamba Sen. Sec. School the board of governors (BOG) passed a resolution and named one of the boys' dormitories before him as "๐ญ๐น๐จ๐ต๐ช๐ฐ๐บ ๐ฉ๐ผ๐ป๐จ๐ฎ๐ฐ๐น๐จ ๐ซ๐๐๐. As one way of appreciating him for establishing that secondary school in Bugamba sub county where the then Speaker of Parliament hails from!
Hon. Butagira a son of the soil is very much respected in that area for the developments he Innitiated during their UPC government as a third man in the country. He supported education, transportation whereby a government bus (Leyland type) called "๐ป๐๐๐๐๐๐๐" Was available for those people traveling from Bugamba-Mwizi to Kampala via Mbarara for free!
Hon. Butagira is still remembered and thanked by the community for starting up secondary schools and technical Institutions in coordination with Church foundation bodies as some opened with transportation means of TATA Lorries (School truck) eg. Kinoni Girls' Sec. School- Mbarara, (now Rwampara district)., Nyakayojo Sen. Sec. School, Mwizi Sec. School, Bugamba Sen. Sec. School, Bujaga Sen. Sec. School (now Laki high school), St. Peter's Katukuru Sec. School, Rushanje Girls' School, Bishop Stuart College-Kibingo, (after elevating BSC-Kakooba to a grade 5 institution, and now a University), Rugando Technical School, Itojo teachers training college (TTC), Rwampara farm school, Ngugo Technical School, Mbarara Sec. School's HSC among other secondary schools and Institutions of higher learning.
Health centres at every sub county were put in place, Water source wasn't a problem, roads of first class murrum and Bridges like Kanyeigoro-bridge that connects Rwampara and Sheema was built under UPC government, Electricity was stable being controlled by Uganda Electricity Board and UEB roles were serious by connecting towns and individuals who can afford to pay the power consumption bills.
Hon. F.K.Butagira (the ever smart senior counsel) is now a retired diplomat, but still serving the community as a principal lawyer at his own chambers of; ๐ด/๐บ. ๐ฉ๐๐๐๐๐๐๐ & ๐ช๐๐๐๐๐๐ ๐จ๐
