In pre-colonial Philippines, Datus and Rajahs had to protect their people or lose their allegiance. If they failed, families could leave for the protection of a stronger rival. That is immediate accountability.
Today, the Philippines is ruled by elected leaders that don't need to perform to get paid. Their terms are secure even if they do little to nothing for the public good. Worse, corrupt officials rarely face justice.
Justice itself has become an elusive outcome the public must demand from the system. After the trillion peso march, what did our public servants do? They talked about filing charges against the corrupt instead of actually filing them.
