Each year, EABooks has a contest and produces compilations with stories on a theme. October 15 is the deadline for their last one this year. I've put the link to guidelines in the first comment.

The contest does have a $10 entry fee that goes toward editorial fees (the manuscript undergoes an editing in tracking, which is then sent to the author to see what a professional edit looks like) and sending each chosen author a copy of the book. Authors can then purchase books at a discount and sell them for retail at their events.
