The Southern Nevada Building Trades , Laborers Union Local 872, IATSE, and other interested Nevada unions should be aware that we have a proposal for our Universal Film Tax Credit Bill draft of AB238. It is a complete overhaul of the AB238 Bill that opens up the program to all who would want to build and create in Nevada.
AB238 places a monopoly of development on Summerlin Studios in Las Vegas, delays Nevada’s film and media industry by several years, pushes DEI quotas and preferences over Nevada citizens, and offers no other infrastructure support beyond Summerlin Studios itself. The fine print of the Summerlin Studios development also mentions that it can be canceled at any time, meaning that if it is, the bill is left on its own which leaves a bill with a bigger budget but not much else to help Nevada build and create jobs with without having to campaign for yet another bill or new amendments as soon as 2027.
Our Universal Bill can make way for Disney, Netflix, Amazon, Paramount, Universal Studios, and even our own Babs Do Studios to build in any area of Nevada. That’s already 6x the jobs and benefits with added statewide development potential for Nevada! We also include support for all infrastructure projects including theaters, film festivals, media streaming network creation, post production houses, game studios, new exhibition venues, and any other related projects that can be applied for the program and approved.
To note, the years long development of Summerlin Studios also places jobs and production credits in Nevada at a standstill, meaning no film and media jobs until Summerlin Studios is built to meet the required “investment” in the state. This is highly unusual and not like any program in the country which neither ties themselves to a single studio development or require any such “investment” promises for the given state. Our Babs Do Studios development, by comparison, could be built in months by utilizing new age modular construction in order to quickly create new production and construction jobs as well as professional training solutions as soon as possible.
If AB238 moves forward as it is with its monopolistic language and lack of innovation, Nevada will be stuck with one studio in Las Vegas for the better part of a decade and that is neither practical nor competitive. Just because AB238 was left over from the Legislative Session and put in some advertising doesn’t mean it is the right bill for Nevada and we have to remember, it was deliberately placed on the bottom of the pile for a reason. It must also be remembered that Babs Do had campaigned for changes and amendments to the bill throughout the Legislative Session to meet the demands and fixes the public and the Legislature itself called for but the bill only received amendments to fix some small clerical points and to add a round of unrelated youth education funding pledges. With Billions of dollars pledged and all of the offers for local investment and jobs, the bill was still placed on the bottom of the pile and it is because the Legislature, like us, sees a flawed bill.
Nevada unions should take this time before the Special Session to work with us, assembly members Jauregui and Monroe-Moreno, and all other parties to either amend AB238 to open up the program to all by including our groundbreaking innovations or they can simply adopt our Universal Film Tax Credit Bill draft of AB238 to finalize and present to the Nevada Legislature for the Special Session.
