𝐀𝐛𝐢𝐝𝐣𝐚𝐧- The Minister of Finance and Development Planning, Hon. Augustine Kpehe Ngafuan, has departed Liberia at the head of a high-level delegation to participate in the 2025 Annual Meetings of the African Development Bank (AfDB), to be held in Abidjan, Côte d'Ivoire from May 26 to 30.

Minister Ngafuan is accompanied by the Deputy Minister for Economic Management, Hon. Dehpue Zuo.

The delegation will represent Liberia in key engagements during the meetings, which bring together policymakers and stakeholders from across the African continent and beyond.

According to a dispatch, a central focus of this year’s gathering will be the election of a new president for the African Development Bank Group. This comes as the current president, Dr. Akinwumi A. Adesina, concludes his second five-year term.

In addition to plenary sessions, Minister Ngafuan is expected to engage in a number of bilateral and multilateral discussions on the sidelines of the meetings.

Notably, Minister Ngafuan will serve as one of the panelists for the Thematic Knowledge Event 2" "Building Effective Institutions in Africa for Harnessing Capital for Development".

The knowledge event to be held on Friday, May 30 will offer a vital platform for dialogue on strengthening Africa's institutions and governance systems to better harness capital for development.

Minister Ngafuan will give the report of the Standing Committee of the Board of Governors of the AfDB on Conditions of Service for Elected Officers to the board for endorsement. The board meeting is scheduled for Tuesday, May 27. The report contains key recommendations agreed by the committee at our meeting in Washington DC.

The Liberian Finance Minister was unanimously elected as the Chair of the Standing Committee of the Board of Governors of the AfDB on Conditions of Service for Elected Officers at the meeting of the Committee held on the sidelines of the IMF/World Bank Spring Meeting held in April 2025 in Washington, DC.

The Liberian delegation will also meet with the Head of the Africa Water Facility. At that meeting, the Managing Director of the Liberia Water and Sewer Corporation Hon. Mohammed Ali will join the team. The African Water Facility headquartered in Abidjan mobilizes and deploys financial and human resources to ensure water security in Africa, and thus contribute to the achievement of the targets and objectives set by the African Water Vision for 2025 and the Sustainable Development Goals - 2030.

Convened under the theme “Making Africa’s Capital Work Better for Africa’s Development,” this year’s meetings will emphasize strategies to harness the continent’s financial, human, and natural capital in support of inclusive, resilient, and sustainable development.

Participants will also explore opportunities for enhanced partnerships and external financing to support Africa’s long-term transformation.

Kuwaiti Fund to Lead Resource Mobilization for the Salayea- Voinjama Stretch of the Gbarnga- Mendikorma Highway Project

Kuwait City — The Liberian Government delegation led by Finance & Development Planning Minister Augustine Kpehe Ngafuan has secured the commitment of the Kuwaiti Fund for Arab Economic Development to lead a group of Arab lenders to mobilize financing for the 114km of Salayea to Voinjama as part of the pavement of the Gbarnga to Mendikorma Road Project.

The Arab lenders include the Saudi Fund for Development, the Arab Bank for Economic Development in Africa (BADEA), the OPEC Fund for International Development (OFID), and the Abu Dhabi Fund.

This Commitment came during productive discussion held today in Kuwait City with the Acting Executive Director General of the Kuwaiti Fund, Waleed S. Al- Bahar and team.

The high- powered Liberian Government delegation include Public Works Minister Hon. Roland Giddings, Deputy Minister for International Cooperation and Economic Integration, Ministry of Foreign Affairs, Dr. Ibrahim Al-Bakri Nyei, Deputy Minister for Economic Management, MFPD, Hon. Dehpue Zuo, and Managing Director of the National Port Authority, Hon. Sekou H. Dukuly.

Sunday’s commitment by the Kuwaiti Fund to lead resource mobilization for the Salayea – Voinjama leg of the Highway project followed the signing also today of an agreement between the Liberian Government and the Kuwaiti Fund to restructure the $ 6.7 million outstanding debt obligation to the Fund.

This agreement lifts a previous suspension on disbursements related to the highway project.

The suspension on disbursement was imposed in early 2023 following the Government of Liberia’s year on year delinquency in repaying a $14 million loan extended in 2016 to the National Port Authority (NPA).

Accordingly, the Kuwaiti Fund has now agreed to make previously withheld disbursements to contractors working on the Gbarnga – Salayea Highway in order to facilitate the expeditious completion of the road project.

During today’s discussion in Kuwait City, it was agreed that priority will be given to mobilizing $76 million for the pavement of a 50 km stretch of road between Konia to Voinjama, which is estimated to cost $65 million dollars and adding an extra layer of asphalt to an 81 km section at the cost of approximately $11 million.

It was also agreed that a meeting between the Liberian Government and Arab lenders led by the Kuwaiti Fund will be held next week on the sidelines of the IMF/World Bank Spring Meeting in Washington D.C.

The Government of President Joseph Nyuma Boakai few months earlier secured funding commitment from the African Development for the Voinjama – Mendikorma stretch of the highway.

The Liberian Government representatives in Kuwait are also expected to hold further talks with Kuwaiti Port authorities and other officials of the Kuwait Government aimed at further strengthening the bilateral relationship.

It can be recalled that the Kuwaiti Fund led in 2016 the same consortium of Arab Lenders and mobilized resources for the Gbarnga – Salayea Highway.

Meanwhile, the Liberian delegation expressed its sincere gratitude to the Government and people of Kuwait for their continued partnership in advancing Liberia’s infrastructure development—especially in the area of road connectivity.

Additionally, the Liberian government used the opportunity to seek Kuwait’s support for Liberia’s candidacy for a non-permanent seat on the United Nations Security Council.

Jeety is being falsely framed for ongoing persecution of Mary Boimah, Lawrence Gborbor, and others by the Government of Liberia following the burning of Salala Rubber Corporation, now Jeety Rubber LLC.

As public interest grows in the legal proceedings involving Madam Mary Boimah, Lawrence Gborbor, and others, former officials of the defunct Salala Rubber Corporation Workers Union, the following clarifications must be made in response to some misinformation and disinformation in the public sphere.

1. That the ongoing prosecution of Mary Boimah, Lawrence Gborbor, and others is being conducted entirely by the Government of Liberia through the Ministry of Justice. Contrary to the misleading narrative being pushed by the accused, neither the Salala Rubber Corporation nor Mr. Jeety has any involvement in these legal proceedings.

By the way, Mr. Jeety cannot and will never have such imaginary power to interfere with the Justice system of Liberia.

2. That Mary Boimah, Lawrence Gborbor, and others are being prosecuted by the Government for staging the violent June 27, 2024, protest, which led to a significant destruction of properties owned by the Salala Rubber Corporation, including the administrative headquarters, among others. The pictures attached speak to the huge damage their action caused the facility.

It can be recalled that the protest, which took place under the then Socfin S.A. management of SRC, resulted in US$275,000 worth of property being damaged, according to the Liberia National Police.

3. That Mary Boimah and Lawrence Gborbor, along with others, were arrested by Police and charged with multiple offenses, including criminal facilitation, solicitation, conspiracy, mischief, and theft of property.

4. That a review of the case by the Grand Jury of Margibi County in the March term of the court led to additional charges, including armed robbery and arson. (Note: It is legal under Liberian law for charges to be upgraded or downgraded during the judicial process.)

5. That available Court records clearly show that Mary Boimah and Lawrence Gborbor were rearrested on March 17, following the Grand Jury of Margibi County’s decision to upgrade their indictments to include charges of arson and armed robbery, based on a review of additional evidence.


6. That the rearrest occurred after SKY International Insurance Corporation—whose bond had previously kept Mary Boimah and Lawrence Gborbor out of prison since their initial arrest in June 2024—notified the Court of its decision to withdraw the bond valued at US$550,420.


7. That upon being notified of SKY International Insurance Corporation’s bond withdrawal, the Margibi County Attorney’s Office of the Ministry of Justice promptly filed a request for a change of venue. The request was granted, and on March 20, 2025, Mary Boimah and Lawrence Gborbor were transferred to Criminal Court ‘A’ in Monrovia and subsequently imprisoned at the Monrovia Central Prison, where they remain in custody pending the posting of a new bond.

8. That the initial US$550,420 bond filed by SKY International Insurance Corporation fully aligns with legal procedure, as Liberian law requires criminal insurance bonds to be set at double the value of the alleged damages. According to court documents, the damages attributed to the actions of the accused amount to US$275,210. This figure is lawfully doubled to arrive at the bond value of US$550,420. In the absence of this bond, the accused must remain in detention.

9. Given these well-documented and publicly available facts, the ongoing misinformation campaign implicating the new management of the Salala Rubber Corporation, led by business tycoon Jeety, of influencing the legal proceedings, is false and far from the truth.

10. That it is clear that the charges against Mary Boimah, Lawrence Gborbor, and others are not civil matters but criminal in nature. Therefore, only the State can prosecute them. The charges against the accused are serious offenses under the law; as such, no individual can influence the government’s prosecutorial decisions.

It is also worth noting that no one can influence the Ministry of Justice to file a request for a change of venue. Such a request must be grounded in law and argued in open court before a judge can render a ruling. This is a structured legal process—not something subject to private interference.

11. That it is, therefore, unfortunate for people to be claiming that Mr. Jeety is influencing the entire legal proceeding, from which he has nothing to gain. The case in question was never initiated under Mr. Jeety or SRC under his ownership. Rather, the case predates his ownership of the company. By the time Mr. Jeety bought SRC in August 2024, Mary Boimah, Lawrence Gborbor, and others accused were already indicted and awaiting trials.

12. That associating SRC’s new management with this case misrepresents the facts and unfairly tarnishes the reputation and image of Mr. Jeety. But equally so, it presents an impossible picture of one man being so powerful that he can influence the entire Ministry of Justice and the Court to his will. As it stands, the case is the case of the government, and only the government can decide to drop the case or continue. Neither SRC nor Mr. Jeety can influence how the Government of Liberia handles the case.

13. It is worth noting that Mary Boimah has a history of violence. In 2018 or 2019, she led a group of protesters in Weala to burn down the magisterial court and police station.

Today, Senator Prince Kermue Moye Sr. and a team of officials from the Ministry of Health and government officials from B**g County received a team of eleven Medical Doctors from Spain.

The team of doctors will collaborate with a team of Liberian medical doctors (Doctors Without Borders) to conduct free medical and surgical outreaches at the C. B. Dunbar Hospital in Gbarnga and the Palala Health Center in Kpaii. The exercise will commence Thursday, April 3.

A Pro Media Advocacy Group, the Strategic Journalist Committee, SJC, investigation has established that, B**g County Senator, Prince Kermue Moye had never contributed in the ongoing impasse at the House of Representatives on the removal of Speaker Fonati Koffa as Speaker of the House of Representatives. There have been Media reports on the involvement of Senator Prince Moye on the impasse at the House of Representatives of accusing the Senator of allegly soliciting fundings for the removal of Speaker Fonati Koffa. In which Senator Moye has denied allegations.

In its independent investigation from highly placed Sources in the Unity Party and at the Capitol Building, the Strategic Journalist Committee established that all allegations made against Senator Prince Moye were false and misleading. The SJC said Senator Moye was falsely accused because of his proximity to the President and his commitment in moving the Unity Party forward.

In its investigation the SJC established that Senator Moye had never received any money from any Government institutions in the Country or anyone to give Representatives of the Majority bloc to remove Speaker Koffa as was reported in the Media.

The B**g County Senator in many of his conferences denied allegations leading him to the impasse at the House of Representatives on the removal of Speaker Fonati Koffa. The Senator categorically denied of receiving any money and sharing it to the Majority bloc to remove Speaker Koffa.

The Strategic Journalist Committee in its investigation traced no evidence of the Senator being involved in any of these allegations leveled against him in the Media.

In another Development the SJC has also established that Senator Prince Moye had never visited the Boulevard Palace for over years. It was recently reported by the Daily Observer Newspaper that Senator Moye and others were cought in a CCTV camera sharing money to the Majority bloc Lawmakers to remove Speaker Koffa at the Boulevard Palace. In which Senator Moye challenged the Daily Observer Newspaper to provide evidence. The Senator in a Press Conference opted to resign his post as B**g County Senator if the Daily Observer provides any evidence of his involvement at the Boulevard Palace in sharing monies.

The Strategic Journalist Committee in its independent investigation had also established that Senator Prince Moye had never visited the Boulevard Palace for over years. The SJC said that the Information provided by the Daily Observer Newspaper accusing Senator Moye and others sharing monies at the Boulevard Palace is false and misleading.

The SJC, in its investigation realized that Senator Prrince Moye is highly concentrated in living up to his campaign promises in his County. During the year under review, Senator Moye was involved in dedicating projects that he implemented in his County. The Senator was also seeing launching the harvesting of rice from his farm in B**g County.

In conclusion of the investigation by the SJC stated that Senator Prince Moye is never involved in any impasse at the House of Representatives to remove Speaker Koffa. The SJC also said that Senator Moye as a Senator can never become a Speaker that would give him the cause to be part of the impasse. Senator Moye once served as Deputy Speaker of the House of Representatives before being elected as Senator.

In the context of our society, this might seem too early, desperate or unconventional to a lot of people especially given all the circumstances. I might be latched at, gossiped about, laughed at, ridicule in some corners, I might even be fought and brought to public disrepute by others who feel their opinion about me and personal interest is superior to my intentions. Some might say, I’m not a part of the inner circle and therefore I stand no chance. I’ve thought long and hard about all these variables and decided to proceed with this. After all, what do I stand to lose? I say, nothing! Instead, I gain a sense of pride for doing that which I feel is patriotic and necessary to afford me the opportunity to bring forth my expertise and knowledge to strengthen Liberia’s domestic private sector and build a strong and coherent working relationship with our foreign direct investment community; to the benefit of the Liberian people.
Some might even say, this isn’t the best approach to lobby, the public cannot influence the President’s decision to appoint or nominate someone. To that I say, the president in his wisdom will do that which he considers right and deem appropriate; and having the support of the Liberian people in my quest is not a crime.

I never pre discussed this with anyone but I felt in my spirit, it is the right thing to do.

This is me being completely vulnerable in the interest of serving my country. I’ve never asked anything of anyone of you on here before, but I am asking each and everyone of my 12,000 plus friends and followers on here for your support in getting this communication to H.E President Joseph Nyuma Boakai, Sr. on my behalf.

A Special Investigative Committee set-up by Senate Pro-Tempt, Nyonblee Karnga Lawrence, to probe the alleged tempering of the 2024 National Budget has exonerated the Ways, Means, Finance and Budget Committee headed by B**g County Senator, Prince Moye.

There have been rumors in the public about the alleged alteration of the budget, with some individuals pointing accusing fingers at the Ways, Means, Finance and Budget Committee.

Following a series of public hearings by the Special Investigative Committee headed by Grand Cape Mount County Senator, Dabah Varpilah, it was established that the budget was never altered as circulated in the public.

The report comes as an exquisite sound of relief for Sen. Prince Moye and his Ways and Means Committee who have been in the public during the past weeks.

Sen. Moye has presided over the passage of several budgets without frauds, dating from his days at the House of Representatives, where he Co-chaired and later Chaired the Ways, Means, Finance and Budget Committee during the 53rd and 54th legislatures.

The Chairman of the House's Committee on Mines, Energy, Natural Resources and Environment, Rep. Eugine Kollie, has sort legislative approval for the amendment of key sections of the 2000 Minerals and Mining Laws of Liberia.

In a statement issued by the House Press Bureau, Rep. Kollie wants amendment of sections 4.2, 6.6, 8.2, and 17.1 respectively of the minerals and mining laws of the country.

It has been more than 24 years since the last revision was adopted and approved.

Rep. Kollie said the prolonged duration makes sections 4.2, 6.6, 8.2 and 17.1 including other relevant sections of the law to be inconformity with standardized international best practices of the governance of the minerals and mining sectors of Liberia.

The B**g County District #5 Lawmaker said the current laws which grant foreign nationals the right to acquire Class B Mining License in Liberia, is hindering ordinary Liberians from fairly competing in semi-industrial mining activities.

Rep. Kollie believes the law also puts Liberians at the disadvantage of foreigners who are reportedly milking the country’s minerals.

He said many countries in the world have revised the reported practice and their citizens are benefiting from such revision of the law.

Rep. Kollie believes the proper governance of mineral resources has the propensity to strengthen economic growth and promote holistic development.

Several B**g County citizens are planning mass protestations against JEAMCCO Incorporated Construction Company, the company unlawfully hired by Superintendent Hawa Norris to renovate and fence the superintendent's residence.

The contract which is valued at US$144,000, was awarded to JEAMCCO outside of the Public Procurement and Concession Commission (PPCC) and Public Financial Management (PFM) Laws.

This platform has reliably learned that JEAMCCO is a dubious institution with zero records of implementing a single project of such nature anywhere in Liberia.

JEAMCCO is owned and operated by one Jefferson M. Dennis, a young man with questionable track records in B**g County.

Citizens are demanding the immediate termination of the contracts, stating that Mr. Dennis and his JEAMCCO Company lack the capacity to implement such a huge project.

The platform has been informed that Dennis and his dubious JEAMCCO Company have already received about 50% payment without even laying a single block on the ground.
