The 21st Davao City Council has approved on second reading an ordinance granting P1,500 in annual financial assistance to qualified Persons with Disabilities (PWDs) in the city. The measure, proposed by Third District Councilor Lorenzo Benjamin D. Villafuerte, was passed during the September 23, 2025 Sangguniang Panlungsod session.
Under the ordinance, eligible PWDs must have a valid PWD ID issued by the Davao City Persons with Disability Affairs Office (PDAO) and be registered voters. The ordinance states that the aid is intended โto support qualified Persons with Disabilities in the cost of their maintenance for medicines and expenses associated with a disability, such as assistive devices, transportation, specialized therapies, or other expenses relative to their condition.โ
The initial proposal of P3,000โP5,000 was reduced to P1,500 due to budget limitations, aligning the aid with that of senior citizens. Villafuerte, who chairs the Committee on Social Services, said the amount could increase in future years and emphasized the removal of a requirement for PWDs to join recognized organizations to avoid constitutional issues.
Fraudulent claims will incur penalties for both barangay officials and claimants. The financial aid will be part of the cityโs 2027 budget, as the 2026 proposal was already submitted before the September 10 deadline. Villafuerte added that Acting Mayor Sebastian โBasteโ Duterte supports the measure, noting it as โone of the first steps, big steps nato towards a more inclusive Davao City, para mas mahimo ta nga PWD friendly.โ
Atty. Redendo Martinez, now head of PDAO, expressed gratitude for the councilโs support. โI am very happy and thankful sa atoang mga city councilor nga ila gyud gisuportahan,โ he said, noting that thousands of PWDs and their families would benefit.
As of September 23, 2025, Davao City has 37,612 registered PWDs, with physical or orthopedic disabilities being the most common. The number is expected to grow as the ordinance encourages more PWDs to register for financial assistance.
The ordinance is set for third and final reading on September 30, 2025.
