| Justice Prevails: Supreme Court Dismisses Graft and Malversation Cases Against Former Mexico, Pampanga Mayor Teddy Tumang

In a landmark ruling that brought a wave of relief and celebration to the people of Mexico, Pampanga, the Supreme Court has upheld the dismissal of graft and malversation of public funds complaints against former Mayor Teddy Tumang and construction company owner William Colis, affirming that their constitutional right to the speedy disposition of cases was violated.

In a 14-page decision penned by Associate Justice Samuel Gaerlan, the SCโ€™s Third Division affirmed the Sandiganbayanโ€™s ruling to quash the charges, effectively ending a legal battle that spanned years and clouded the lives and reputations of the accused.

The case stemmed from a complaint filed by the Office of the Ombudsman alleging that from 2006 to 2007, Tumang unlawfully approved the disbursement of public funds to Colisโ€™ construction firm. However, the Ombudsman took over six years to complete preliminary investigation proceedings, a delay the courts deemed unjustifiable.

In January 2024, Tumang and Colis filed a motion before the Sandiganbayan to dismiss the case on the grounds of inordinate delay. The anti-graft court agreed, citing that the prolonged proceedings significantly impaired their ability to mount a proper defense. The Ombudsman appealed to the Supreme Court, which has now firmly rejected that appeal.

The high court emphasized that the Office of the Ombudsman failed to justify the delay, especially since critical developments in the case occurred in 2017 and 2018โ€”long before the COVID-19 pandemic, which the Ombudsman cited as the cause for delay.

The SC ruled that such delays violate the constitutional rights of the accused and equated the caseโ€™s dismissal to an acquittal, permanently barring any further litigation under the rule of double jeopardy.

โ€œThe right to speedy disposition of cases is not merely hinged on spurring dispatch in justice administration but also to prevent the oppression of citizens by holding a criminal prosecution over their heads for an indefinite period,โ€ the SC stated.

With this ruling, the people of Mexico, Pampanga have welcomed the long-awaited triumph of truth and fairness. After years of legal limbo, justice has finally prevailedโ€”and the public rejoices with Mayor Teddy Tumang, whose integrity has now been judicially affirmed.

Mexico Municipalityโ€™s Traffic Woes Continue as Dry Run Drags On for Months

Mexico, Pampangaโ€” Commuters and motorists continue to suffer from severe traffic congestion, particularly during morning peak hours, as the Mexico Municipal Government struggles to implement effective traffic solutions.

The issue, which began following the change in administration, has worsened over the past months. A dry run of a new traffic scheme was initiated in September 2024 to accommodate the ongoing rehabilitation of the Mexico Public Market and Ninoy Aquino Byway. However, despite several months passing, the dry run remains unfinished, leaving residents frustrated and without a clear timeline for completion.

Since the dry run began, the road in front of the Municipal Hall has remained impassable, forcing commuters to take alternative routes that only exacerbate congestion. Traffic enforcers have been deployed to manage flow, but complaints persist about inefficient rerouting, bottlenecks, and delays that significantly affect daily travel times.

Aside from the local governmentโ€™s measures, the North Luzon Expressway (NLEX) Corporation has announced plans to build a diamond-type interchange in the Mexico-San Fernando section to ease congestion along major roads, including the old MacArthur Highway. Meanwhile, the Department of Public Works and Highways (DPWH) has completed a portion of the San Fernando-Mexico Bypass Road, which aims to divert traffic from highly congested areas. However, these projects are still in progress and have yet to provide relief to commuters.

Many residents are now calling for the municipal government to provide a definite timeline for completing the dry run and implementing a permanent solution to the worsening traffic situation. Until then, commuters will continue to endure long hours on the road with no clear end in sight.
